While the Committee recognizes the U.S. view that these inspections and fees are needed to support efforts to combat bioterrorism, we are concerned that inspections and the collection of fees by border agents could create delays, with adverse effects on the movement of low-risk goods and travellers.

When the products are not to be marketed on the territory of the Member State that carried out the check, the official veterinarian responsible for the border inspection post issues the competent authorities of the country of destination with all the certificates and statements concerning the products and the results of any laboratory tests.
