Concerns about the safety of the operation of carriers licensed or certified in Liberia were promptly raised when on 12 March 1996 the Liberian DCA was advised by the UK civil aviation authority that all requests for permits for Liberian registered aircraft to operate commercial services to the UK would be refused until the Liberian authorities could demonstrate the existence of an effective regulatory system to ensure the airworthiness of aircraft on the Liberian register.

The Commission has therefore undertaken studies which will make it possible to determine if, and to what extent, rules could be developed concerning the organisation and management of airspace, traffic flow management, airport capacity and the environmental impact of aviation and airport activities, together with certain economic questions.
