In its proposal concerning the next Multiannual Financial Framework, the Commission proposes a new type of instrument, i.e. the EU project bond initiative which would be used as a means of securing investment resources for infrastructure projects of key strategic European interest by making use of Public Private Partnership schemes to reinforce EU competitiveness and growth sustainability.
Dans sa proposition relative au prochain cadre financier pluriannuel, la Commission propose un nouveau type d’instrument, à savoir l’initiative de l’UE relative aux emprunts obligataires pour le financement de projets, qui permettrait de garantir des capitaux d’investissement pour des projets d’infrastructures présentant un intérêt stratégique essentiel pour l’Europe grâce à des systèmes de partenariat public-privé, afin d’accroître la compétitivité de l’UE et la durabilité de la croissance.

In addition to the collaboration with market surveillance authorities in the Member States, research facilities of the Commission and the European stakeholder organisations receiving Union financing in accordance with this Regulation, European standardisation organisations shall encourage and facilitate appropriate representation, at technical level, of undertakings, research centres, universities and other legal entities, in standardisation activities concerning an emerging area with significant policy or technical innovation implications, if the legal entities concerned participated in a project that is related to that area and that is funded by the Union under a multiannual framework programme for activities in the area of research, innovation and technological development, adopted pursuant to Article 182 TFEU.

Welcomes the Agency's efforts to improve the operational planning of its activities, and the fact that these efforts have led to a reduction in the amount of appropriations the Agency carries over; notes, however, that the Agency stated that in implementing grant agreements concerning multiannual projects, a certain level of automatic carry-over 'is difficult to avoid'; considers this problem to be 'systemic' in nature as it mainly concerns the relationship with the European Topic Centres which are under contract with the Agency;
