In the longer term, the concentration of Europe's wealth in the central area of Europe (a triangle covering the area between north Yorkshire, Franche-Comté and Hamburg, around one seventh of the Union's surface area), could be harmful since it implies that the resources available in the outlying regions that make up most of the Community's territory are not being fully used (the comparison with the United States contained in the report is particularly significant in this respect).
