It seems that the debate on biofuels has, in a way, put the cart before the horse, in the sense that this is, first and foremost, an agricultural problem and that it would have been more sensible to wait for the assessment of the Berlin agenda to be completed, in other words, to complete the mid-term review, so that we know exactly which direction to take for the biofuels policy.
Il apparaît ainsi que ce débat sur les biocarburants a mis, en quelque sorte, la charrue avant les bœufs, en ce sens qu'il s'agit en tout premier lieu d'un problème d'agriculture et qu'il aurait été plus sage de commencer par attendre que l'évaluation de l'agenda de Berlin soit terminée, c'est-à-dire qu'on ait mis la dernière main à la mid-term review pour savoir effectivement dans quelle direction orienter la politique des biocarburants.
