In this regard, we note that sections 28 and 29 of Bill C-36 show a willingness on the part of the federal government to ensure that the delivery of the Millennium Scholarships is complementary to the extent possible with existing student loan programs—which are of course overwhelmingly based on need—and avoids duplication with the processes of those programs.
