I would like to briefly enumerate the key amendments to the Canada Transportation Act that were tabled in Parliament, as I mentioned, last March and which we are finally discussing today on the eve of a non-confidence vote (1325) The bill includes a new, modernized and simplified national transportation policy statement; new provisions addressing the approval and regulation of international bridges and tunnels; a new provision authorizing the Canadian Transportation Agency, on the recommendation of the minister, to regulate greater transparency in the advertisement of air fares, and I will come back to that in a moment; improvements to and expansion of the recourses available to rail shippers while maintaining existing running rights; improvements to the policy framework for publicly funded passenger rail services; a public interest review process for mergers and acquisitions of all federally regulated transportation services; a provision allowing the Canadian Transportation Agency to address railway noise complaints, and I will come back to that as it is one aspect of the bill that we strongly support; legislative framework to consolidate the current powers of VIA Rail Canada; a reduction in the number of members of the Canadian Transportation Agency; and the integration of the air travel complaints function into its normal business.

I will come back to a statement about clause 20 of the bill which, in proposed subsection 66(1) mentions that if a complaint is filed concerning a licensee about an increase in rates considered to be excessive, the Canada Transport Agency could intervene.
