(5) In the light of the experience gained it is therefore appropriate to fundamentally change the Community regime applying to the wine sector with a view to achieving the following objectives: increasing the competitiveness of the Community's wine producers; strengthening the reputation of Community quality wine as the best in the world; recovering old markets and winning new ones in the Community and worldwide, having regard, in particular, to the steadily growing demand in the Asian emerging markets, which offers competition and opportunities for European wine producers ; creating a wine regime that operates through clear, simple and effective rules that balance supply and demand; creating a wine regime that preserves the best traditions of Community wine production, improving grape producers' living standards, reinforcing the social fabric of many rural areas, and ensuring that all production respects the environment.
(5) À la lumière de l'expérience acquise, il est donc opportun de modifier fondamentalement le régime communautaire applicable au secteur vitivinicole en vue d'atteindre les objectifs suivants: renforcer la compétitivité des producteurs de vin de la Communauté; asseoir la réputation de meilleurs vins du monde dont jouissent les vins de qualité de la Communauté; reconquérir les anciens marchés et en gagner de nouveaux dans la Communauté et dans le monde, compte tenu en particulier de la demande en augmentation constante sur les marchés émergents de l'Asie, source de concurrence et d'opportunités pour les producteurs de vin européens ; établir un régime vitivinicole fonctionnant sur la base de règles claires, simples et efficaces permettant d'équilibrer l'offre et la demande; établir un régime vitivinicole qui préserve les meilleures traditions de la production vitivinicole communautaire, qui améliore le niveau de vie des agriculteurs, qui renforce le tissu social dans de nombreuses zones rurales et qui garantisse que l'ensemble de la production respecte l'environnement.

R. whereas the review of the CMO must seek to stabilise wine-growing regions and the sector as a whole, to regulate supply and demand in the most effective and integrated manner in line with the European wine-growing tradition and the quality and authenticity of European wines, secure for the wine-growing consuming public in Europe and elsewhere the quality advantage enjoyed by European wines and show that this can be achieved by integrated and transparent Community legislation which has taken into account cultural considerations;

Moreover, where an imported product has undergone enrichment, acidification or deacidification, provision should be made for authorisation of direct human consumption of that product in the Community only if the limits specified for the Community wine-growing zone whose natural production conditions are equivalent to those in the region in which the imported product originates have been complied with.

Subject to Article 45 and Article 46(1)(a), (b) and (c) of Regulation (EC) No 1493/1999 and the provisions adopted to implement them, products originating in third countries may be offered or delivered for direct human consumption only if they were produced, in the case of the oenological practices referred to in Annex V(C), (D) and (E) of Regulation (EC) No 1493/1999, in compliance with the limits specified for the Community wine-growing zone in which the natural production conditions are equivalent to those in the production region in which they originate.
