The EU already has a series of complementary and targeted frameworks ranging from specific energy provisions in bilateral agreements with third countries (Free Trade Agreements, Partnership and Cooperation Agreements, Association Agreements, etc.) and Memoranda of Understanding on energy cooperation, through to multilateral Treaties such as the Energy Community Treaty[27] and participation in the Energy Charter Treaty.
