By increasing the level of Community support available and by focusing on a list of ready-to-launch projects, it will ensure the efficiency of the Community intervention and will boost cross-border investment projects to complete and interconnect national infrastructure networks.Greater integration of infrastructure networks will help to ensure higher traffic volume and more efficient utilisation of transport infrastructures and diminished congestion costs so that the expected return to investment for private investors will increase while giving rise to considerable gains in terms of economic efficiency, transportation time savings and environmental sustainability.
En augmentant le niveau d'aide communautaire disponible et en se concentrant sur une liste de projets prêts à être lancés, elle garantira l'efficacité de l'intervention communautaire et stimulera les projets d'investissement transfrontaliers destinés à compléter et interconnecter les réseaux d'infrastructure nationaux. - Over the current period 2000-06, the Structural Funds are foreseen to support infrastructure investment (energy, transport and electronic communications); research; technological development and innovation up to around EUR60 billion: in particular, EUR29.2 billion for transport infrastructures, EUR9.2 billion for research, technological development and innovation (RDI); EUR6.1 billion for electronic communications and information society, EUR1.8 billion for energy.

Stresses that real and effective single market accessibility for all EU regions is a prerequisite for the free movement of people, goods, capital and services, and thus for a strong and dynamic single market; points out, in this connection, the essential role played by the Union’s regional policy in terms of developing infrastructure and with regard to economically and socially coherent and balanced development of regions; welcomes the Commission’s proposal to adopt in 2011 a revision of the Community guidelines for the development of the trans-European transport network, as well as a proposal on a global framework for the funding of transport infrastructure; advocates a regional approach making use of the Structural Funds to encourage investment in cross-border energy, transport, communication, health and environmental, research and education infrastructure in order to provide access to essential services for all and to ensure the harmonious functioning of the internal market; calls for the development of innovative sources of funding (such as public-private partnerships, project bonds and user charges), while fully respecting the need for high level of quality and universal access to the services of general interest, as key instruments in favouring project execution; underlines in this context the need to support the development of a range of public-private partnerships, including at local and regional level; calls on the Commission and the Member States jointly to address the complexity of the rules governing revenue-generating projects;

45. Considers that, for the purposes of international trade and the transport of hydrocarbons in the region, it is essential to develop the EU's Black Sea and maritime Danube ports, including oil and gas terminals and intermodal transport infrastructure; considers it necessary to modernise infrastructure in the Black Sea region and establish connections with European transport corridors; calls on the Commission and Member States to expedite the completion of priority trans-European transport projects along axes 7, 18, 21 and 22, as provided for in Annex II to Decision No 884/2004/EC of the European Parliament and of the Council of 29 April 2004 amending Decision No 1692/96/EC on Community guidelines for the development of the trans-European transport network and their progressive assimilation with the TRACECA corridor, the central axis, the south-east axis and the international maritime transport routes, as defined in the communication from the Commission to the Council and the European Parliament on ‘Extension of the major trans-European transport axes to the neighbouring countries – Guidelines for transport in Europe and the neighbouring regions’ (COM(2007)0032) and of Pan-European Transport Corridors 8 and 9;

With the aim of optimising the quality of Community transport infrastructures, the Commission supports the use of multi-annual contracts as a long-term financing arrangement.

I. whereas at present there are uncertainties concerning the estimation of transport costs and revenues, as well as in cost allocation; whereas before adopting a methodology for transport infrastructure charging, the Commission should provide reliable data, drawing in particular on the work of the High Level Group, using the new information and communication technologies, as well as on the basis of studies and pilot projects in the field of telematics for transport, while also taking account of the impact of such charging,

Underlines that the methodology for transport infrastructure charging to be proposed has to show signs of pricing proportionate to the use being made of the infrastructure concerned, the cost it imposes on society as a whole, the ability-to-pay principle and the need to sustain remote, rural and island communities, as well as the particular needs of disabled people;
