1a. The common organisation of the markets in the sugar sector shall seek to pursue the objectives set out in Article 33 of the Treaty, and notably to stabilise the markets, to increase the market orientation of the Community sugar regime and to ensure a fair standard of living for the agricultural community within the sugar sector.

In order to pursue the objectives set out in Article 33 of the Treaty, and notably in order to stabilise the markets, to increase the market orientation of the Community sugar regime, to ensure a fair standard of living for the agricultural community within the sugar sector and to respond to international constraints affecting the European Union, it is necessary to fundamentally review the common organisation of the market in the sugar sector.
Pour atteindre les objectifs énoncés à l’article 33 du traité, et notamment stabiliser les marchés, accentuer l'orientation vers le marché du régime communautaire du sucre, assurer un niveau de vie équitable à la population agricole du secteur du sucre et répondre aux contraintes internationales qui s'imposent à l'Union européenne, il est nécessaire de remanier en profondeur l’organisation commune des marchés dans le secteur du sucre.

(7a) Community territories such as the Canary Islands, Ceuta and Melilla are currently supplied with sugar from third countries or C sugar. It would therefore be appropriate to ensure that they are supplied with Community sugar in order to reduce the amount of surplus EU sugar passed on to third countries, while taking account of the initial obligations arising from the agreements negotiated in the course of the Uruguay Round.
(7 bis) Étant donné que des territoires communautaires comme les îles Canaries, Ceuta et Melilla sont actuellement approvisionnés en sucre de pays tiers ou en sucre C, il conviendrait d'assurer cet approvisionnement en sucre communautaire afin de réduire les excédents de sucre de l'UE destinés à des pays tiers, en tenant compte des obligations initiales résultant des accords négociés dans le cadre de l'Uruguay Round.

2. The terms for buying sugar cane shall be governed by agreements within the trade concluded between Community sugar-cane producers and Community sugar manufacturers.

Whereas experience gained in the sugar sector since the entry into force of Regulation No 1009/67/EEC has demonstrated the importance of free competition for the marketing of sugar ; whereas free competition can be encouraged if independent traders participate in the marketing of sugar ; whereas participation by independent traders would be of particular value in trade between Member States and in trade with third countries since independent sugar undertakings play an essential role in this field ; whereas the position of these undertakings should therefore be strengthened in the common organisation of the market in sugar ; whereas, to that end, they should be allowed to offer Community sugar for intervention, so that they can effect their commercial transactions under normal conditions;
