(26) Since the proposal for the establishment of the EIT was submitted after the adoption of the multiannual financial framework and the Community multiannual programmes in the fields of education, research and innovation under the codecision procedure, funds allocated to such Community programmes should not be used to finance the EIT, and all possibilities offered by the IIA should be explored.

Participants are invited to comment, for example, on whether it is necessary to envisage a more structural aid for distribution in relation to that which currently exists (film by film), on possibilities of structural alignment between the European distributors (in the form of permanent groupings, for example), on whether support should be envisaged for new distribution channels (in particular DVD and on-line), on whether Community programmes should develop further the promotion of European audiovisual products on the markets and in the festivals located outside Europe, on whether the granting of a Community contribution facilitates obtaining investments and/or banking aids in the activity of development/production, on whether the criteria as defined in the calls for proposals on TV Distribution help to preserve independence with respect to broadcasters, on whether the granting of a Community contribution facilitates obtaining investments and/or banking aids for TV production, on whether Community programmes should develop further and/or differently organised training support, on whether a programme like MEDIA could facilitate the negotiations with national and foreign investors and/or banking organisations, the most important constraints for the development of the audiovisual sector in the new countries.

Believes that the seven outermost regions should be treated at least as well as the Community regions which derive most benefit from the Structural Funds, and this should be reflected in co-financing rates, amount of aid, eligibility, etc.; that this is justified not only by the amount of financial support needed by the regions in question but also by the importance of their having access to the widest range of instruments available; that access to all Community initiatives should be kept open; that it makes no sense for the outermost regions to be excluded from the best-funded section of INTERREG III and for procedures to be imposed on them which do not take into account their remoteness and which are designed for the mainland parts of the EU; that the outermost regions require a specific approach within INTERREG III and coordination with the financial instruments applicable to third countries should be facilitated; that access by the outermost regions to horizontal Community programmes should also be promoted;
