Ex-post evaluations for 1994-99 concerning Objectives 5(a) and 5(b) and Leader II: The Member States and regions presented a large number of evaluation studies for the measures supported from the Structural Funds in 1994-99 regarding the setting-up of young farmers, less favoured areas, investment in agricultural holdings, processing and marketing of agricultural products, Objective 5(b) programmes and the Leader II Community Initiative. These studies were carried out at national level using guidelines issued by the Commission, which meanwhile initiated the process of synthesising this information in order to draw conclusions at Community level.
Évaluations ex post 1994-1999 concernant l'objectif 5a, l'objectif 5b et LEADER II : les États membres et les régions ont présenté de nombreuses études d'évaluation concernant les actions qui ont bénéficié du soutien des Fonds structurels durant la période 1994-1999. Ces actions ont concerné l'installation de jeunes agriculteurs, les régions défavorisées, l'investissement dans des exploitations agricoles, la transformation et la commercialisation des produits agricoles, les programmes objectif 5b et l'initiative communautaire LEADER II. Les études ont été réalisées au niveau national conformément aux orientations publiées par la Commission qui, entre-temps, a mis en chantier une synthèse de ces informations afin d'en tirer des conclusions au niveau communautaire.

As regards the financial implementation of the 1994-99 programming period, information from the Italian Government's financial monitoring system puts the percentage payments on the ground at 30 September 2001 at 87.7% for Objective 1, 76% for Objective 2 (1997-99), 77.6% for Objective 5(b) and 54.1% for the Community Initiatives.
En ce qui concerne l'exécution financière se rapportant à la période de programmation 1994-1999, les informations du système de suivi financier du gouvernement italien fixent le pourcentage des paiements sur le terrain au 30.9.2001 à 87,7 % pour l'objectif 1, 76 % pour l'objectif 2 (période 1997-1999), 77,6 % pour l'objectif 5b et 54,1 % pour les initiatives communautaires.

The ex-post evaluation is intended to assess the results and impact of the assistance from the European Social Fund under Objectives 3 and 4 and the Employment and Adapt Community Initiatives over the period 1994-99 in relation to their objectives and to analyse the input and the effectiveness of the Community project on specific structural problems.
L'évaluation ex post a pour but d'apprécier les résultats et l'impact des interventions du Fonds social européen (FSE) mises en oeuvre au titre des objectifs 3 et 4, ainsi que les initiatives communautaires Emploi et Adapt durant la période 1994-1999 par rapport à leurs objectifs et d'analyser l'apport et l'efficacité du projet communautaire sur des problèmes structurels spécifiques.

- Ex-post evaluation of the Interreg II Community Initiative, 1994-1999, aimed at evaluating, for strand A (cross-border cooperation) and strand B (completion of energy networks), the degree to which these strands have made an effective contribution to promoting cross-border cooperation, to helping the border areas of the European Union overcome the specific problems stemming from their relative isolation from national economies and the Union as a whole, and to filling in the missing links in the trans-European energy distribution network.
- Évaluation ex post de l'initiative INTERREG II, 1994-1999, qui vise à évaluer dans quelle mesure les volets A (coopération transfrontalière) et B (achèvement des réseaux énergétiques) ont effectivement contribué à développer la coopération transfrontalière, à aider les zones frontalières de l'Union européenne à surmonter les problèmes spécifiques découlant de leur isolement relatif dans les économies nationales et dans l'ensemble de l'Union, et à compléter les chaînons manquants des réseaux transeuropéens de distribution d'énergie.

Thus, during the 1994-99 programming period, the Urban Community Initiative provided funding for 118 urban areas, amounting to EUR 900 million and directly benefiting 3.2 million people.
