Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. En revanche, une affaire concernant un État membre de l'UE et un pays tiers qui est partie à la Convention relèverait de celle-ci. Les relations de la Communauté avec d'autres États parties seraient ainsi régies par un ensemble de règles harmonisées.

The following shall be treated in the same way as a diploma, within the meaning of the first subparagraph: any diploma, certificate or other qualification or any set of diplomas, certificates or other evidence of formal qualifications or any set of such diplomas, certificates or other evidence awarded by a competent authority in a Member State, if it is awarded on the successful completion of education and training received in the Community and recognised by a competent authority in a Member State as being of an equivalent level and if it confers the same rights in respect of the taking up and pursuit of a regulated intellectual profession in that Member State;

On the other hand, we also believe that people should be able to put forward a patent claim in their own language. We then believe that it should be translated into all the other languages – not the whole process but just, as it says in Amendment No 20(c), "issued in the language of submission and in the official language in which the procedure has been carried out, accompanied by translation of the patent claims and of a short abstract in the other official languages of the Community", and then paragraph (d), "translations shall be performed by the Translation Centre for the bodies of the European Union and costs borne by the European Union".

Let us have a look at the list of those other forms of aid providing an incentive effect to EU shipyards which are still there after 1 January 2001 under Council Regulation 1540: aid for environmental protection in line with the general Community guidelines for such aid, aid for research and development in line with the general Community framework for such aid and I have already underlined this, aid for innovation which is not allowed in any other industrial sector except the automobile sector, regional investment aid for upgrading and modernising existing yards, but not involving the creation of new capacity, subject to certain caps below the normal regional aid ceilings, aid for rescue and restructuring in line with the general Community guidelines for such aid, subject to certain stricter provisions, aid for partial and total closures contingent on genuine and irreversible reductions of capacity.

In other words, the Commission is insisting on the need to move ahead even more rapidly with the total liberalisation of the most varied sectors, including public services, and on more rapid progress in the capitals market, including the regulation of financial services. The Commission’s aim is to boost pension funds and other types of funds, but this will lead to greater attacks on social security and other essential public services, specifically in the areas of health, education and communications.
