1. Community financing under this Regulation shall support economic, financial , technical, cultural and academic cooperation in the areas set out in Article 4, falling within its spheres of competence with industrialised and other high-income countries and territories listed in full in Annex I, and with the developing countries falling under Regulation (EC) No 1905/2006 of the European Parliament and of the Council of 18 December 2006 establishing a financing instrument for development cooperation listed in Annex II of this Regulation (hereinafter referred to as “partner countries”).

Le financement communautaire au titre du présent règlement appuie la coopération économique, financière , technique, culturelle et universitaire dans les domaines visés à l’article 4 et pour laquelle la Communauté est compétente avec les pays industrialisés et les autres pays et territoires à revenu élevé figurant à l’annexe I, ainsi qu'avec les pays en développement couverts par le règlement (CE) n° 1905/2006 du Parlement européen et du Conseil du 18 décembre 2006 portant établissement d'un instrument de financement de la coopération au développement, figurant à l’annexe II du présent règlement (ci-après dénommés les "pays partenaires").

The objective of Community financing under Council Regulation (EC) No 1934/2006 establishing a financing instrument for cooperation with industrialised and other high-income countries and territories (hereinafter “ICI Regulation”) is to support economic, financial and technical cooperation, as well as research and academic exchange falling within Community’s spheres of competence.
Le financement communautaire octroyé au titre du règlement (CE) n° 1934/2006 du Conseil du 21 décembre 2006 portant établissement d'un instrument financier de coopération avec les pays industrialisés et les autres pays et territoires à revenu élevé (ci-après dénommé "règlement IPI") vise à soutenir la coopération sur les plans économique, financier et technique ainsi que les activités de recherche et les échanges universitaires couverts par les domaines de compétence de la Communauté.

Les projets ayant un caractère novateur ou un effet de démonstration et se rapportant aux objectifs de la Communauté dans le domaine de l'environnement, y compris en termes d'élaboration et de diffusion des techniques, des savoir-faire ou des technologies les meilleurs, ainsi que les projets de campagnes de sensibilisation et de formations spéciales à l'intention des agents participant aux initiatives de prévention des incendies de forêts, devraient pouvoir prétendre à un financement communautaire au titre de LIFE+, sauf lorsqu'ils sont admissibles à un financement au titre d'autres instruments financiers de la Communauté.

Projects for the development and implementation of Community objectives relating to the broad-based, harmonised, comprehensive and long-term monitoring of forests and environmental interactions should be eligible for Community financing under LIFE+, except where they are eligible for funding under other Community financial instruments.
Les projets visant à la définition et à la mise en œuvre d'objectifs communautaires concernant une surveillance étendue, harmonisée, globale et à long terme des forêts et des interactions environnementales devraient pouvoir prétendre à un financement communautaire au titre de LIFE+, sauf lorsqu'ils sont éligibles à un financement au titre d'autres instruments financiers de la Communauté.

Best-practice or demonstration projects, including those relating to the management and designation of Natura 2000 sites in accordance with Council Directive 92/43/EEC of 21 May 1992 on the conservation of natural habitats and of wild fauna and flora and Council Directive 79/409/EEC of 2 April 1979 on the conservation of wild birds , should be eligible for Community financing under LIFE+, except where they are eligible for funding under other Community financial instruments.
