In the wake of the Lisbon European Council, the Commission put forward on 1 August 2000 a proposal for a Council regulation on the Community patent [COM(2000) 412 final] containing the relevant provisions applying to Community patents, in particular the provisions for the creation of a unitary Community patent title including the rights conferred by it, the possible actions for the enforcement of these rights, the grounds for invalidity as well as the mechanisms for the administration of granted Community patents such as their yearly renewal.

The French Presidency is today proposing to improve the operation of the 11 euro states, shortly to become 12, by making its work more visible and more authoritative, to enhance the coordination of our budget policies by making the Community inspection procedures more effective, to make progress in the harmonisation of our tax policies in the wake of the European Council at Feira and, finally, to take action to prepare our citizens for the forthcoming advent of the euro.

Finally, organisation at a regional level is vital in terms of establishing economic and social rules which have outgrown the national framework in the wake of the globalisation of trade and communications.

Finally, the report proposes reinforcement of the mechanisms for direct cooperation between the two sides of industry and the Commission, particularly in the context of: - identification and follow-up of solutions to make the industry more competitive (the work of the European Textile and Clothing Observatory and organization of round tables); - promotion of exports to non-Community countries, particularly to the new markets which will open up in the wake of the Uruguay Round; - intensification of the constructive dialogue already started with the industry as part of the Textiles Anti-Fraud Initiative (TAFI); - provision of full, regularly updated information in order to combat non-tariff barriers more effectively; - analysis of the situation of the industry to enable the Commission to ensure more effective application of the agreements.
Enfin, le rapport suggère également de renforcer les mécanismes de coopération directe entre les partenaires économiques et sociaux et la Commission, en particulier dans le contexte: - de la recherche et du suivi de solutions visant à stimuler la compétitivité de l'industrie (travaux de l'Observatoire Européen du Textile-Habillement - OETH, organisation de tables rondes); - de la promotion des exportations vers les pays tiers, en particulier les nouveaux marchés qui devront s'ouvrir à la suite de l'Uruguay Round; - de l'Initiative Anti-Fraude pour le Textile (TAFI), par l'approfondissement du dialogue constructif déjà entrepris avec l'industrie; - la mise à disposition d'informations complètes et régulièrement mises à jour visant à combattre plus efficacement les barrières non- tarifaires; - de l'analyse de la situation du secteur permettant à la Commission d'assurer une application efficace des accords.
