IN-CONTEXT TRANSLATIONS

The Community patent title covering the territory of all EU Member States should not only be granted according to the uniform standards of the European Patent Convention and after grant be governed by the uniform provisions of Community law contained in the Community patent regulation. It should also be effectively enforceable before a Community jurisdiction guaranteeing high quality decisions in a quick, inexpensive and uniform procedure.
Ce titre, qui sera valable dans tous les États membres de l'UE, devra non seulement être octroyé conformément aux règles uniformes énoncées dans la Convention sur le brevet européen et, après sa délivrance, être régi par les dispositions juridiques uniformes du règlement sur le brevet communautaire, mais il devra aussi pouvoir être invoqué devant une juridiction communautaire afin de garantir la prise de décisions de haute qualité dans le cadre d'une procédure rapide, uniforme et peu coûteuse.

One reason for this is that the Member States are not implementing Community decisions quickly enough. Another is that the Member States are looking more to their own interests than to the common interest.

Welcomes the recent positive developments and the genuine climate of confidence between the newly elected President of the Republic of Cyprus, Dimitris Christofias, and the leader of the Turkish Cypriot community, Mehmet Talat; calls on the Commission to make every effort to keep the momentum going by exploiting the current window of opportunity with a view to achieving a comprehensive settlement within the UN framework, based on a bi-communal and bi-zonal federal state and on the principles on which the EU is founded; deplores once again the lack of progress towards ending the isolation of the Turkish Cypriot community in the northern part of Cyprus, in spite of the promises made by the Council and the Commission in spring 2004; urges, in this regard, the Commission to speed up the often complicated and cumbersome procedures and decentralise the decision-making process so as to make the financial aid immediately available, provide for quick approval of projects and make every effort to improve the Green Line regulation, thus facilitating trade between the two parts of the island, which is at present hampered and restricted;
29. se félicite de l'évolution favorable observée récemment et du climat de confiance qui s'est développé entre le nouveau président de la République de Chypre Demetris Christofias et le chef de la Communauté chypriote turque Mehmet Talat; demande à la Commission de tout mettre en œuvre pour maintenir cet élan en exploitant les possibilités pour assurer un règlement global dans le cadre des Nations unies, sur la base d'un État fédéral bicommunautaire et bizonal ainsi que des principes sur lesquels repose l'UE; regrette une fois encore l'absence de progrès en ce qui concerne la fin de l'isolement de la Communauté chypriote turque dans la partie septentrionale de l'île, en dépit des promesses faites par le Conseil et la Commission au printemps 2004; demande dans ce contexte à la Commission d'accélérer les procédures souvent compliquées et lourdes et de décentraliser le processus décisionnel de manière à rendre l'aide financière disponible sans délai, à assurer une approbation rapide des projets et à améliorer le règlement relatif à la Ligne verte afin de faciliter le commerce entre les deux parties de l'île, commerce actuellement entravé ou limité;

Calls for the measures applicable to persons who have been granted refugee status or humanitarian protection to be implemented quickly and fairly, in order that decent living conditions, effective integration in social and political life and shared active involvement in decisions taken by the host community may be fostered;

Notes that the time-limit of one year laid down in the Communication between the registration of a complaint and the actual sending of a letter of formal notice or the decision to shelve the case is too long; notes furthermore that this deadline is not always met, leaving the complainant in a state of unacceptable uncertainty; therefore calls on the Commission to send letters of formal notice, which do not imply any "negotiations" yet with the Member States, within a short period of the registration of the complaint and to strive to move ahead quickly with the procedure on the basis of prompt deadlines from which exemption is possible only in exceptional cases;

In order to prevent the spread of the disease and to help eradicate it as quickly as possible, the Community should contribute financially towards the eligible expenditure incurred by the Member State under the emergency measures taken to combat the disease, as provided for in Decision 90/424/EEC.
