The TEN Financial Regulation [9] provides for a limited share of the available Community budgetary resources for TEN to be used as "risk-capital participation for investment funds or comparable financial undertakings with a priority focus on providing risk capital for trans-European network projects and involving substantial private sector investment; such risk-capital participation shall not exceed 1% of the budgetary resources [...], this limit may be increased up to 2% as from 2003 in the light of a review [...] of the functioning of this instrument".

Much time has been devoted so far at the Intergovernmental Conference to issues such as the need to revise the decision-taking procedure in the Council of Ministers and the number of Commissioners. Little attention has been paid, on the other hand, to the need for a substantive increase in Community budgetary resources so as to facilitate the process of enlargement and to enable the Union to address the increasingly difficult tasks facing it both domestically and in external policy.
