(33) Given that Council Regulation (EC) No 1005/2008 of 29 September 2008 establishing a Community system to prevent, deter and eliminate illegal, unreported and unregulated fishing[20] , obliges the Member States to take appropriate measures to ensure the effectiveness of the fight against all IUU fishing and associated activities and given that Council Regulation (EC) No ./2008 of xx xx xx concerning authorisations for fishing activities of Community fishing vessels outside Community waters and the access of third country vessels to Community waters[21] establishes provisions on authorisations for Community fishing vessels to engage in fishing activities outside Community waters and on authorisations for third country fishing vessels to engage in fishing activities in Community waters this Regulation should be complementary to these Regulations and ensure that there is no discrimination between Community and third country nationals.

Council Regulation (EC) No 3317/94 of 22 December 1994 laying down general provisions concerning the authorisation of fishing in the waters of a third country under a fisheries agreement1 establishes the procedure for the authorisation of fishing activities of Community fishing vessels in the waters under the jurisdiction of third countries, pursuant to fisheries agreements concluded between the Community and third countries.

2. The Commission shall, periodically, draw up a report examining the treatment accorded to Community reinsurance undertakings in third countries, in the terms referred to in paragraph 3, as regards the establishment of Community reinsurance undertakings in third countries, the acquisition of holdings in third-country reinsurance undertakings, the carrying on of reinsurance activities by such established undertakings and the cross-border provision of reinsurance activities from the Community to third countries.
2. The proposed legislation takes three main steps to manage commercial development in park communities: First, community plans will be tabled in Parliament; second, the legislation makes provision to set the boundaries of those communities, the boundaries of commercial zones within those communities, and to cap the maximum square footage of commercial development within those communities; and third, once agreements have been reached, those elements of the community plans will be placed in a schedule of the act, by regulation. Once the community plans are established, they can only be changed by an act of Parliament.

They were, first, that the CCN urge the federal government to further explore the joint management of Pacific fisheries with the provincial government, including a commitment to both the mandate and the money; second, that the CCN urge Ottawa to support the equity or fair share principle which reflects Canada's interest in the Pacific Salmon Treaty in community negotiations; third, that the CCN urge the federal Minister of Fisheries and Oceans to implement the House of Commons Standing Committee on Fisheries and Oceans West Coast report which reflected what the coastal communities had asked for during the committee's tour of the West Coast; and, fourth, that MPs, senators and MLAs representing B.C'. s coastal regions form a coastal parliamentarians' caucus which will meet at the CCN's annual conferences to discuss issues of concern to our coastal communities.

Whereas, in order to ensure the effective and transparent management of fishing activities carried on by Community vessels under fishing agreements between the Community and third countries, it is necessary that each Member State should act to authorize those of its fishing vessels which have obtained a third-country fishing licence to carry on such activities and whereas fishing in third-country waters without such a licence must be prohibited in order that the Community's commitments vis-à-vis third countries may be honoured;

Whereas, since adoption of Directive 89/662/EEC, the Council has set principles for the organization of veterinary checks on products from third countries brought into the Community; whereas in this connection account must be taken of the provisions of Council Directive 90/675/EEC of 10 December 1990 laying down the principles governing the organization of veterinary checks on products entering the Community from third countries (4) and of Council Directive 91/496/EEC of 15 July 1991 laying down the principles governing the organization of veterinary checks on animals entering the Community from third countries amending Directives 89/662/EEC, 90/425/EEC and 90/675/EEC (5);

It will apply to shipments of waste between Member States, within the Community or with transit through third countries; imported into the Community from third countries; exported from the Community to third countries; and in transit through the Community, on the way from and to third countries.

COMMUNITY EXTERNAL SHIPPING RELATIONS - COUNCIL CONCLUSIONS "THE COUNCIL OF THE EUROPEAN UNION, CONSIDERING the exchange of views it held on the European Community's external relations in the field of maritime transport; CONSIDERING the importance of maritime transport in economic and trade relations between the European Community and third countries; REQUESTS the Commission to provide the Council as soon as possible with a communication on maritime relations with third countries, including the general guidelines it suggests in this area, and on priority actions to be undertaken, including in international fora; the Council records its intention to hold detailed discussions on the basis of such communication as soon as it receives it; REQUESTS the Commission to submit to the Council as soon as possible a report on the Community action it proposes with regard to external relations with the countries of Western and Central Africa on maritime matters, taking into account the measures already taken, in particular the fact-finding mission entrusted to it by the Council at its meeting on 29 and 30 November 1993, and recent developments in this sector; EMPHASIZES the importance for the maritime policy of the Community and its Member States of the discussions in the Negotiating Group on Maritime Transport Services (NGMTS) currently taking place in the World Trade Organization (WTO), and the need to ensure consistency between these negotiations and Community policy guidelines in this sector in accordance with the principle of free and fair competition".
