Whereas all Member States should conclude as rapidly as possible their procedures for ratification of the said amendment, with a view to permit the deposit, as far as possible simultaneously, of the instruments of approval, acceptance or ratification by the Community and the Member States,

IF , HOWEVER , THE INSTRUMENTS OF RATIFICATION PROVIDED FOR IN ARTICLE 12 OF THE TREATY AMENDING CERTAIN BUDGETARY PROVISIONS OF THE TREATIES ESTABLISHING THE EUROPEAN COMMUNITIES AND THE TREATY ESTABLISHING A SINGLE COUNCIL AND A SINGLE COMMISSION OF THE EUROPEAN COMMUNITIES , HAVE NOT BEEN DEPOSITED BEFORE THAT DATE BY ALL THE MEMBER STATES , THIS DECISION SHALL ENTER INTO FORCE ON THE FIRST DAY OF THE MONTH FOLLOWING THE DEPOSIT OF THE LAST OF THOSE INSTRUMENTS OF RATIFICATION .
TOUTEFOIS , SI LE DEPOT DES INSTRUMENTS DE RATIFICATION PREVUS A L'ARTICLE 12 DU TRAITE PORTANT MODIFICATION DE CERTAINES DISPOSITIONS BUDGETAIRES DES TRAITES INSTITUANT LES COMMUNAUTES EUROPEENNES ET DU TRAITE INSTITUANT UN CONSEIL UNIQUE ET UNE COMMISSION UNIQUE DES COMMUNAUTES EUROPEENNES N'A PAS ETE EFFECTUE AVANT CETTE DATE PAR TOUS LES ETATS MEMBRES , LA PRESENTE DECISION ENTRE EN VIGUEUR LE PREMIER JOUR DU MOIS SUIVANT LE DEPOT DU DERNIER DESDITS INSTRUMENTS DE RATIFICATION .
