64. Recalls that the main prerequisite of successful integration is a joint effort made by both mainstream society and the Roma community; calls therefore on the Member States to help improve the housing and employment situation of the Roma people and recommends that Member States and regional and local public authorities integrate – in accordance with the regulation governing the European Regional Development Fund – the allocation of new housing to marginalised communities into a broader, more complex policy framework of mutual and two-way social commitment, such as community building, which includes the participation of Roma in the process of building the new establishments and mutual efforts to enhance school attendance for children and substantially reduce unemployment; the Member States can thus significantly contribute towards a concrete solution for the location needs of marginalised groups living in poor housing conditions; also urges the Member States to make use of the EU Roma network in order to encourage an exchange of best practices;
64. rappelle que les efforts conjoints de la société majoritaire et de la communauté rom constituent la principale condition préalable d'une intégration réussie; invite dès lors les États membres à contribuer à améliorer la situation des Roms en matière de logement et d'emploi et recommande que les États membres et les pouvoirs publics locaux et régionaux intègrent – conformément au règlement régissant le Fonds européen de développement régional – l'attribution de logements neufs aux communautés marginalisées dans un cadre politique plus large, plus complexe, d'engagement social mutuel et bidirectionnel, tel que la création d'un sentiment de communauté, qui inclut la participation des Roms au processus de construction des nouvelles structures et des efforts mutuels pour renforcer la fréquentation scolaire des enfants et réduire sensiblement le chômage; considère que les États membres peuvent ainsi contribuer de manière significative à apporter une solution concrète aux besoins en matière de logement des groupes marginalisés qui vivent dans des logements détériorés; presse également les États membres de recourir au réseau EURoma pour encourager un échange de bonnes pratiques;
