For many years, the European Commission, and President Juncker in particular, have supported, politically and technically, the negotiations between the leaders of the two communities in Cyprus, for a fair, comprehensive and viable settlement of the Cyprus issue, held under the auspices of the United Nations.

Since 2006, the Commission has invested in an Aid Programme for the Turkish Cypriot Community to facilitate the unification of Cyprus by encouraging the economic development of the Turkish Cypriot community, with particular emphasis on the economic integration of the island, on improving contacts between the two communities and with the EU, and on preparation for the EU acquis following a comprehensive solution of the Cyprus problem.
Depuis 2006, la Commission consacre temps, efforts et ressources dans le cadre du programme d'aide en faveur de la communauté chypriote turque afin de faciliter l'unification de Chypre en encourageant le développement économique de cette communauté, l'accent étant mis en particulier sur l'intégration économique de l'île, l'amélioration des contacts entre les deux communautés et avec l'UE et la préparation en vue de la mise en œuvre de l'acquis dans le sillage d'une solution globale du problème chypriote.

41. Calls on the Turkish Government and all parties concerned to give their active support to the ongoing negotiations on the Cyprus issue and to contribute in concrete terms to a comprehensive settlement, and calls on the Government to facilitate a suitable climate for negotiations by starting to withdraw its forces from Cyprus immediately; strongly urges the two communities in Cyprus to work intensively, in accordance with the UN Secretary-General's request, to capitalise on the progress already made in the negotiations, in order to reach a sustainable solution – in line with the relevant UN Security Council resolutions, and promoting, in particular, Resolution 550 (1984), and with the principles on which the EU is founded – for the benefit of Cypriot citizens, the EU and Turkey;
41. invite le gouvernement turc et toutes les parties concernées à soutenir activement les négociations en cours sur la question chypriote et à contribuer concrètement à un règlement global, et invite le gouvernement à favoriser l'instauration d'un climat propice aux négociations en commençant à retirer immédiatement ses troupes de Chypre; invite instamment les deux communautés de Chypre à œuvrer activement, comme l'a demandé le secrétaire général des Nations unies, pour tirer parti des résultats déjà atteints dans les négociations afin d'aboutir à un règlement viable – conforme aux résolutions du Conseil de sécurité des Nations unies, et favorisant en particulier la mise en œuvre de la résolution 550 (1984), en conformité avec les principes fondateurs de l'Union européenne,– dans l'intérêt des citoyens chypriotes, de l'Union et de la Turquie;

I have always believed that the old line – i.e. not to admit Cyprus under any circumstances until the political conflict has been resolved – has a weak point in that it does not provide the Turkish community on Cyprus with a convincing incentive to properly involve themselves, for, with this strategy, the Turkish community would not need to do anything but sit back and wait.
J’ai toujours pensé que l’ancienne position, selon laquelle Chypre n’adhérerait qu’une fois le conflit politique réglé, recelait une faiblesse, en ce sens qu’elle ne stimulait pas de façon convaincante la communauté chypriote turque à réellement s’impliquer, car, face à cette stratégie, la communauté turque n’avait rien d’autre à faire que de rester les bras croisés et attendre.

The Agreement between the European Community and the Republic of Cyprus concerning the participation of the Republic of Cyprus in the European Environment Agency and the European environment information and observation network is approved on behalf of the Community.
