Whereas the Community attaches very great importance to the continued growth of cross-border telecommunications services, to the contribution that telecommunications services provided by companies, firms or natural persons established in a Member State may make to the growth of the Community market, and to the increased participation of Community service providers in third country markets; whereas it will therefore be necessary, as specific Directives are drawn up, to ensure that these objectives are taken into account with a view to reaching a situation where the progressive realization of the internal market for telecommunications services will, where appropriate, be accompanied by reciprocal market opening in other countries;

The main lines of action proposed are as follows : - phase complete opening of the terminal equipment market to competition ; - substantial opening of the telecommunications services market to competition with the exception, at this stage, of a limited number of basic services considered essential to satisfy current public service goals ; - the right to cross-frontier provision of services in the Community ; - continuation of exclusive or special rights for the telecommunications administrations (public or private carriers) regarding provision and operation of the network infrastructure, and recognition of the central role of telecommunications administrations (public or private carriers) in the establishment of future generations of infrastructures ; - clear separation of the regulatory and operational functions of publics or private undertakings managing networks ; - opening-up of the market in satellite ground stations in so far as such equipement should be assimilated with telecommunications terminals rather than infrastructure ; - recognition of the fact that telecommunications tariffs should follow cost trends ; - development of a consensus by both sides of industry to smooth the transitions and take maximum advantage of the development of networks and services to create new jobs ; - fastening of economic development and reduction of the isolation of the outlying regions of the Community through telecommunications ; - establishment of common positions in the various international bodies (GATT, ITU, etc) ; - finally, as regards standardization, the Commission recommends the creation of a European Standards Institute : a small core team bringing together experts from public and private network operators and experts seconded by the industry would substantially accelerate the elaboration of the standards and technical specifications indispensable for an open and competitive market environment and the development of "made in Europe" Information Technolog ...

The Council adopted a resolution giving its general support to the objectives of the determined action plan submitted by the Commission(1) comprising a coherent set of measures to be implemented according to a strict time schedule up to 1992 : - the development of an open Community wide market for telecommunications terminals(2), - the progressive creation of an open Community wide market for telecommunications services, particularly for the advanced so- called value-added-services (VAT), according to market requirements and social needs, - intensify Community measures regarding common standards in telecommunications; the creation of the European Telecommunications Standards Institute in France as proposed in the Green Paper was welcomed, - further stimulation of European cooperation at all levels between telecommunications administrations and others, particularly in the field of research and development; the rapid implementation of the Community's RACE programme was noted with satisfaction, ./ (1) COM(88) 48 - Implementing the Green Paper on the development of the common market for telecommunications services and equipment (2) This will allow free choice of telephone sets and other terminals to be bought from telecommunications administrations or other vendors by end 1990 at the very latest in the whole of the Community.
