The Community is, however, already devoting considerable resources to the implementation of trans-European infrastructures and networks, as the following three examples show: - between 1975 and 1988, the ERDF provided approximately ECU 20 billion towards the financing of 3 354 infrastructure projects; the doubling of ERDF funds for the period 1989-93 gives an idea of the possibilities open to regions where networks can be installed; - between 1985 and 1989, the European Investment Bank granted ECU 6 702 million in loans for projects of Community interest in the transport, telecommunications and energy-transmission sectors, i.e. 53% of the Bank's financing of "projects of common interest" or 16% of all the loans it granted during that period; - adoption of the framework programme for research and technological development for the period 1990-94 provides a legal basis and financial guidelines for promoting trans-European electronic data transmission (EDT) services and training networks, with a project on EDT systems in the general interest, which has an estimated budget of ECU 380 million, and another project concerning research networks and the mobility of research workers (ECU 493 million).

This type of measure is provoking considerable interest in Italian socio-economic circles because of the way it enables intermediary bodies to stimulate development, and: - give a clear priority to the guidelines laid down in the White Paper as regards the establishment of the large communications networks involving the Mezzogiorno; the CSF is the principal instrument for the financing of these networks and for the mobilization of the public and private resources necessary for their construction; - pays particular attention to environmental protection. Community resources for the environment, limited to 3.5% of the total in the CSF proposals, now account for 5% of the total; - reduces the proportion of measures for basic infrastructures whilst increasing transport infrastructure measures connected with the trans-European motorway and rail networks; - accords priority, particularly in the regional sections, to renewable energy sources, although the percentage of funding for energy as a whole, in both relative and absolute terms, is less than in the CSF for the period 1989-93.
