One national option is supplemental downlink (SDL) which represents downlink-only (i.e. unidirectional) base station transmission for the provision of terrestrial wireless broadband electronic communications services, thereby addressing the problem of data traffic asymmetry by enhancing the downlink capability of such services.

(14) A common mechanism, to be called the European Home Market Approach, should be employed for ensuring that users of public mobile telephone networks when travelling within the Community do not pay excessive prices for Community-wide roaming voice and data communication services when making calls or receiving voice calls or using data communication services, thereby achieving a high level of consumer protection while safeguarding competition between mobile operators.
(14) Il convient d'utiliser un mécanisme commun, appelé "approche du marché national européen", pour faire en sorte que les usagers des réseaux publics de téléphonie mobile qui voyagent à l'intérieur de la Communauté ne paient pas un prix excessif pour les services d'itinérance communautaire lorsqu'ils passent ou reçoivent des communications vocales ou utilisent des services de communication de données, et atteindre ainsi un degré élevé de protection des consommateurs tout en préservant la concurrence entre opérateurs de réseau mobile.
