The last Commission Anti-Fraud Strategy was adopted in 2000[19] and the ensuing Action Plans for 2001-2003 and 2004-2005 created a basis for a comprehensive EU policy against fraud.[20] The Commission reported on the implementation of the Action Plan and on progress in the development of anti-fraud policies in its annual reports on the protection of the financial interests of the Communities and the fight against fraud from 2001 to 2005.[21] In 2007, the Commission adopted a Communication on fraud-proofing[22] together with a Communication on the division of responsibilities between OLAF and the Commission Services for expenditure under shared management, whereby the Services assumed responsibility for financial follow-up of irregularities and fraud.[23] The implementation of these Communications shows that OLAF’s know-how, drawn from its investigative experience, can provide valuable input into the Commission.

The purpose of the 2001 communication on fraud-proofing was to achieve the objectives of the White Paper on reform and of the Commission communication on the overall strategic approach to fighting fraud. Those objectives were to develop a culture of prevention and to strengthen the capacity of the basic legal instruments to withstand fraud or any other illegal activity.

Tightening up the effectiveness of EU anti-fraud rules The Commission will beef up the Regulation protecting the EU's financial interests, notably by proposing the following improvements: - Extending the framework of administrative penalties for fraud to broad policy areas such as the Structural Funds - Working towards the rapid adoption of a Regulation improving on-the-spot checks for Commission inspectors - Introducing compulsory routes for transit lorries, reinforcing controls and increasing the size of financial deposits put down by operators transporting goods in transit across the EU - Scanning Member States' own fraud reporting and detection mechanisms and suggesting where improvements can be made - Screening all new and existing EU legislation in order to ensure that it is fraud-proof, especially in high-risk sectors.
