What is interesting is that even if we communicate our opposition to bulk water exports to the United States government, and assuming the United States government accepts this position on Canada's part, this would really be of little consequence because the threat to our water does not come the government of the United States per se.

Hopes that under the leadership of Prime Minister Hailemariam Desalegn, appointed on 21 September 2012, Ethiopia will engage in a process of genuine democratic transition in order to realise its strong democratic potential, putting an end to interference with religious freedom and civil society freedoms; calls on the European External Action Service, the EUSR for the Horn of Africa and the EUSR for Human Rights to engage with Ethiopia on human rights as a matter of priority so that it can seize the opportunity of the ongoing political transition to institute a truly democratic transition, built on the centrality of human rights and fundamental freedoms, freedom of the media and full recognition of freedom of expression; urges the EU and the international community to remain vigilant and active in response to the political transition under way in Ethiopia, to promote the strengthening of democratic institutions and to tie political, military and development assistance to concrete democratic reforms, which must include the release of all prisoners of conscience, such as Eskinder Nega and other journalists, human rights and development activists and opposition figures, the admission of the UN special rapporteurs on human rights on a basis of unhindered access to all regions and detention facilities, the repeal or amendment of the Charities and Societies Proclamation and the Anti-Terrorism Proclamation, and the return of opposition politicians in exile; calls on the EU to find innovative and secure ways to assist, financially and politically, the struggling civil society in Ethiopia and engage in close dialogue with the opposition, both in Ethiopia and in exile;

Welcomes and encourages the ongoing efforts by the Syrian opposition both within and outside the country to establish a united platform, to continue to engage with the international community, in particular the Arab League, and to work on a shared vision for the future of Syria and the transition to a democratic system; continues to support the Syrian opposition including the Syrian National Council; stresses the importance of the Syrian opposition and the Free Syrian Army committing themselves to human rights and fundamental freedoms and the rule of law, maintaining a clear commitment to a peaceful and inclusive approach; supports the Council’s conclusions of 23 January 2012 and urges the EU and its Member States to swiftly implement them as well as to find new ways of strengthening their non-military assistance to Syrian opposition forces; urges the Commission to increase its support and assistance to Syrian opposition and civil society;
8. salue et encourage les efforts de l'opposition syrienne à l'intérieur et à l'extérieur du pays pour établir une plateforme unitaire, poursuivre sa coopération avec la communauté internationale, notamment avec la Ligue arabe, et définir une approche commune concernant l'avenir de la Syrie et le passage à un régime démocratique; continue de soutenir l'opposition syrienne, notamment le Conseil national syrien; souligne le rôle de l'opposition syrienne et de l'armée syrienne libre, attachées à la défense des droits de l'homme, des libertés fondamentales et de l'état de droit, et résolument engagées dans une démarche pacifique et ouverte à tous; soutient les conclusions du 23 janvier 2012 du Conseil et demande instamment à l'Union et à ses États membres de les mettre rapidement en œuvre et de trouver de nouveaux moyens de renforcer l'assistance non militaire accordée aux forces d'opposition; demande instamment à la Commission d'accroître son soutien et son assistance à l'opposition et à la société civile syriennes;
