A common immigration policy for third country nationals should be developed which, while respecting existing bilateral and multilateral ageements and commitments, and taking into account the particular needs of developing countries, could build on the experience of successful national practices to facilitate and accelerate entry into the EU labour market of those third country workers for whom there is a demonstrated need.
Une politique commune de l'immigration pour les ressortissants de pays tiers doit être élaborée, en respectant les accords et les engagements bilatéraux et multilatéraux existants et en tenant compte des besoins spécifiques des pays en développement. Cette politique peut se baser sur les pratiques nationales grâce auxquelles l'accès au marché de l'emploi de l'UE a pu être facilité et accéléré pour les travailleurs en provenance de pays tiers dont l'Union a manifestement besoin.

On the second question, concerning a common immigration policy, the Commission has already contributed, in the communication it submitted to the Council and to Parliament in November of last year, to what can be considered to be the basis of such a policy, which is the creation of a European concept of immigration and of a vision for framing an immigration policy.
