The own-initiative report on which we are being called to vote today, whose rapporteur, Mrs Estrela, I honestly congratulate, together with the committee and honourable Members who participated today in the debate – because they truly have enriched the subject with their ideas – will help to realise this objective, while safeguarding the much-debated equal treatment and the qualitative improvement of the opportunity for women to participate in the job market.
Le rapport d’initiative sur lequel nous sommes appelés à voter aujourd’hui, et dont je félicite sincèrement le rapporteur, Mme Estrela - de même que je félicite la commission et les honorables députés qui ont participé aujourd’hui à ce débat pour leurs idées qui ont réellement enrichi le sujet -, contribuera à la réalisation de cet objectif tout en protégeant le principe très controversé de l’égalité de traitement et l’amélioration qualitative de la possibilité offerte aux femmes d’entrer sur le marché de l’emploi.

Knowing how much the honourable leader respects the work of the Standing Senate Committee on Social Affairs, Science and Technology, and assuming that she is aware that this committee is presently studying early childhood development and child care in Canada, assuming that she is aware that the study will be completed early in 2008 whereas the study announced by her government will conclude only on July 31, 2009, assuming the honourable leader would want to prevent the unnecessary waste of taxpayers money — in this case, $400,000 — and assuming the honourable leader is in a very strong position of power with respect to cabinet decisions, I would ask why she did not ask her cabinet colleagues to await the Senate report on early childhood development and child care in Canada rather than giving her support to further delay, unnecessary duplication and probably an unconscionable waste of money, $400,000, that should be going to quality child care and early childhood development programs for parents in the provinces and territories?
Sachant à quel point madame le leader respecte le travail du Comité sénatorial permanent des affaires sociales, des sciences et de la technologie, et supposant qu'elle sait que ce comité étudie actuellement l'éducation et la garde des jeunes enfants au Canada, supposant également qu'elle est consciente du fait que l'étude sera terminée au début de 2008, tandis que l'étude annoncée par son gouvernement ne se terminera que le 31 juillet 2009, supposant aussi que madame le leader voudra empêcher tout gaspillage de l'argent des contribuables — 400 000 $, dans ce cas — et supposant qu'elle est en très bonne position pour influencer les décisions du Cabinet, je voudrais savoir pourquoi elle n'a pas demandé à ses collègues du gouvernement d'attendre le rapport d'étude du Sénat sur l'éducation et la garde des jeunes enfants plutôt que d'appuyer de nouveaux délais, un double emploi inutile et un gaspillage sans doute déraisonnable de 400 000 $, qui devraient plutôt être consacrés à des programmes de garde d'enfants et d'éducation préscolaire de qualité conçus pour aider les parents dans les provinces et territoires.

– (EL) Madam President, the report on the deliberations of the Committee on Petitions in 2001-2002, for which I have the honour of acting as rapporteur, and the parallel annual report on the activities of the European Ombudsman, which are being debated jointly today, should not be seen as two routine reports. And there are very specific reasons why not.
