We would find, I suspect, that the vast majority of municipalities, big and small, are in the same situation as Winnipeg, where many streets need repair and where it has been estimated that billions of dollars would be needed to bring infrastructure up to par. Whether they are city councillors or local reeves, they are very challenged to come up with the money that is necessary to get rid of the potholes that we see on streets and deal with the condition of our sidewalks.
