TRADUCTIONS EN CONTEXTE

While the EESC welcomes the emphasis on building inclusive and connected higher education systems and encouraging schools to develop better links and cooperation with higher education in the field of science, technology, engineering and mathematics (STEM), the Committee believes that the wider purpose of education lies within the balance and close cooperation between the STEM subjects and the social sciences and humanities.

While donors, who are not members of the OECD Development Assistance Committee (DAC), and the private sector — including charities and foundations — have in some crises been real game-changers, the system has not yet found the right way to engage them in the best possible way and unlock their full potential.

16. Intends to set up, within three months of the adoption of this resolution, a special committee on the dissemination of criminal organisations which operate across borders, including mafias, one of whose aims will be to investigate the extent of the phenomenon and the negative social and economic impact it has throughout the EU, including the issue of the misappropriation of public funds by criminal organisations and mafias and their infiltration into the public sector, as well as the contamination of the legal economy and financial system, while another aim will be to identify a range of legislative measures in order to address this tangible and acknowledged threat to the EU and its citizens; calls, therefore, on the Conference of Presidents to put forward a proposal under Rule 184 of the Rules of Procedure;

To this end, we believe the following approach will be necessary: firstly, stressing the Commission’s key role, which ought to be focused on defining development priorities, on the consistency of operations with those priorities and on monitoring the effectiveness of implementing systems, while responsibility for implementing and managing operations should be devolved to the Member States; secondly, being straightforward, clear and precise, and, in connection with this simplification objective, it would therefore appear vital to combine the funds and entrust management of the single fund to a single Commission department; thirdly, provide for programming arrangements to be decided upon in the context of a partnership between the Commission and the Member State concerned; fourthly, give the monitoring committee a greater role, so that decisions on the programme and programme changes can be taken over by the monitoring committee; and, lastly, maintain the incentive measures for effective implementation of operations, such as the n+2 automatic decommitment rule and the reserve for rewarding positive performance.

In 2005, we shall move to a new report on the monitoring of the systems, while the Social Protection Committee will examine the contribution of social systems to the extension of working life.

13. Considers that differences with regard to implementing the principles of subsidiarity and proportionality should preferably be settled at the political level, on the basis of the aforementioned Interinstitutional Agreement of 25 October 1993; notes, however, the proposals currently under consideration by the Convention, whereby national parliaments should take on a role in monitoring subsidiarity issues through an "early warning" system, while the Committee of the Regions - and according to European Parliament resolution of 14 January 2003 on the role of the regional and local authorities in building Europe , also regional authorities having legislative powers - could in certain circumstances challenge legislation before the Court of Justice on the ground of infringement of the principle of subsidiarity;

2. The Commission, assisted by the Committee referred to in Article 15, shall define the content and draw up the standard form of the notifications provided for in this Annex, while ensuring the effectiveness and proper functioning of the system.
