In August 2010, Commissioner Semeta (Taxation and Customs Union, Audit and Anti-Fraud) met with relevant Hong Kong counterparts for discussions on matters relating to taxation and customs; while congratulating the Hong Kong Authorities for the steps forward made in the implementation of the OECD standards for assistance in tax matters, he stressed the continuing interest of the EU and its Member States in establishing specific cooperation on income from savings with Hong Kong in order to ensure taxation of EU investors in accordance with the rules of their Member State of residence, as provided for by the EU Directive on Taxation of Savings Income and the accompanying agreements In September, Director-General Deffaa (Taxation and Customs Union) headed a delegation of customs officials for the 8th meeting of the EU-Hong Kong Joint Customs and Cooperation Committee.
En août 2010, le commissaire Semeta (fiscalité et union douanière, audit et lutte antifraude) s'est entretenu avec ses homologues de Hong Kong de questions relatives à la fiscalité et à la douane. 1. The Commission shall be assisted by the Committee on Administrative Cooperation for Taxation (“the Committee”).

The Council, acting unanimously in accordance with a special legislative procedure and after consulting the European Parliament and the Economic and Social Committee, shall, at the appropriate time, adopt the rules to apply as from the date of effective entry into force of a common system of company taxation.

| The European Parliament supported the idea of Home State Taxation and invited the Commission to take this concept forward[25]; the European Economic and Social Committee advocates a pilot project on "Home State Taxation" as a solution for cross-border activities of SMEs which could be tested on a bilateral basis before being eventually widened to the whole of the EU following a positive evaluation[26].
| Le Parlement européen s’est dit favorable à l’idée de l’imposition selon les règles de l’État de résidence et a invité la Commission à développer le concept[25]; le Comité économique et social européen soutient, quant à lui, que le projet pilote «d’imposition selon les règles de l’État de résidence» constitue une solution pour les activités transfrontalières des PME qui pourrait être expérimentée dans un premier temps sur une base bilatérale puis, après une évaluation positive, éventuellement être étendue à l'ensemble de l'Union européenne[26].

In its conclusions, it states that the Commission invites the Council, the European Parliament and the Economic and Social Committee to examine the measures necessary to eliminate unjustified obstacles to the free movement of workers resulting from the diversity of Member States' occupational pension taxation systems, in particular from double taxation".
Dans ses conclusions, cette communication précise que "la Commission invite le Conseil, le Parlement européen et le Comité économique et social à étudier les mesures nécessaires afin d'éliminer les obstacles injustifiés à la libre circulation des travailleurs dus à la diversité des régimes fiscaux des États membres en matière de retraites professionnelles, en particulier les doubles impositions".
