whereas the international community has witnessed over the last few years a harrowing trend of attacks on hospitals and schools in armed conflicts around the world, such as the latest attacks on Doctors without Borders (MSF) health centres in Kunduz (Afghanistan) on 3 October 2015, in Razah (Yemen) on 10 January 2016 and in a number of Syrian towns throughout the ongoing conflict; whereas there has been an unprecedented increase in denial of humanitarian aid and access, the execution of civilians and humanitarian personnel, detention in dire conditions, and civilians being used as hostages or forced into slavery; whereas the growing needs and challenges, the lack of sustained commitments and the rising cost of humanitarian assistance have contributed to the current humanitarian system reaching its limits, and whereas this has forced a number of organisations to temporarily suspend food assistance, shelter and other life-saving humanitarian operations.
considérant que la communauté internationale a assisté au cours des dernières années à une série d'attentats abominables contre des hôpitaux et des écoles dans des situations de conflit armé à travers le monde, comme en témoignent les récentes attaques perpétrées contre des centres de santé de Médecins sans frontières (MSF) à Kunduz (Afghanistan) le 3 octobre 2015, à Razah (Yémen) le 10 janvier 2016 et dans une série de villes syriennes durant le conflit en cours; qu'il y a eu une augmentation sans précédent des refus d'aide et d'accès humanitaire, des exécutions de civils et de personnel humanitaire, des détentions dans des conditions sinistres, et des prises d'otages civils et de réduction de civils en esclavage; que les besoins et les défis croissants, le manque d'engagement durable et l'augmentation du coût de l'aide humanitaire ont contribué à pousser le système humanitaire actuel à ses limites, forçant un certain nombre d'organisations à suspendre temporairement l'aide alimentaire, l'hébergement d'urgence et d'autres opérations humanitaires vitales.

Takes note of the agreement reached in June 2014 between SOCO International and the conservation group WWF, in relation to WWF’s complaint to the UK National Contact Point (NCP) on SOCO’s lack of compliance with the OECD Guidelines for Multinational Enterprises, according to which the company commits not to undertake or commission any exploratory or other drilling within Virunga National Park unless UNESCO and the DRC Government agree that such activities are not incompatible with its World Heritage Status; notes that such conditional agreement offers no guarantees as to the cessation of any oil-related activity in the park; points out that the ambiguous position of SOCO International leaves the door open to the park being fully or partially declassified for oil drilling; observes that the concession that SOCO has been exploring is located in and around Lake Edward, an area which is home to dozens of iconic (and some endangered) species, including chimpanzees, elephants, crocodiles and lions; calls, therefore, on SOCO International plc and its DRC-registered company to stop all exploration and exploitation within Virunga permanently and to respect the park’s current boundaries; calls also on the DRC Government to cancel the oil exploration permits granted within the property of Virunga National Park, as requested by the World Heritage Committee;
