Do you favour having the responsibility for hiring and staffing and promotion come under the deputy ministers, with the Canadian Public Service Commission providing expertise in much the same way as you would have with an outside consultant—an industrial psychologist say who assists you in evaluating candidates, etc.—but that the actual staffing responsibility come under the departments themselves?
