In accordance with the principles enshrined in the communications from the Commission entitled Action plan ‘Simplifying and improving the regulatory environment’ and Action programme for ‘Reducing administrative burdens in the European Union’ , it is appropriate to reconsider the criteria to be used for the definition of the variants and versions within a vehicle type with a view to reducing the administrative burden placed on vehicle manufacturers.
Afin de réduire la charge administrative pesant sur les constructeurs de véhicules, à la lumière des principes consacrés dans le plan d’action de la Commission intitulé «Simplifier et améliorer l’environnement réglementaire» et du programme d’action pour la réduction des charges administratives dans l’Union européenne , il convient de réexaminer les critères à utiliser pour la définition des variantes et versions existant à l'intérieur d'un type de véhicule.

Regulation (EC) No 1760/2000 and, more specifically, bovine identification and voluntary beef labelling systems were listed as information obligations with special importance in terms of the burdens they imply to businesses in the Communication from the Commission of 22 October 2009 entitled ‘Action Programme for Reducing Administrative Burdens in the EU — Sectoral Reduction Plans and 2009 Actions’.

Those targets exist in the context of the 20 % improvement in energy efficiency by 2020 set out in the Commission communication of 19 October 2006 entitled ‘Action Plan for Energy Efficiency: Realising the Potential’, which was endorsed by the European Council of March 2007, and by the European Parliament in its resolution of 31 January 2008 on that Action Plan.

On 24 January 2007 the Commission adopted the Communication entitled ‘Action Programme for Reducing Administrative Burdens in the European Union’ (1), in which it announced its intention to take a transparent approach towards implementing this Action Programme by involving stakeholders from all over the European Union and continuously benefiting from their input.
