Regrets, however, that in the Commission communications human rights mainly appear as part of a broader good governance conditionality, which seems to have only instrumental value for development; points out that a human rights-based approach to development cannot be limited to conditionality, and that an integrated understanding of human rights is needed, whereby equal attention is paid to civil, cultural, economic, political and social rights and development is understood in the first place as human development;

Commends the Commission on its publication in June 2013 of the ICT (information and communication technologies) Sector Guide on Implementing the UN Guiding Principles on Business and Human Rights; remains concerned, however, at the trade in products and services aimed at denying internet access, enabling mass surveillance and monitoring of internet traffic and mobile communications, filtering search results or intruding on private conversations; draws attention to the Commission communication of 24 April 2014 entitled ‘The Review of export control policy: ensuring security and competitiveness in a changing world’ (COM(2014)0244), which, among other things, acknowledges the human rights problems encountered in the export of certain types of ICT; calls on the Commission, therefore, to reflect on how to improve this situation with a view to the possible adoption of updated export control guidelines;
119. félicite la Commission pour la publication, en juin 2013, du guide sectoriel TIC (technologies de l'information et de la communication) sur la mise en œuvre des principes directeurs des Nations unies relatifs aux entreprises et aux droits de l'homme; reste cependant préoccupé par le commerce de produits et de services visant à empêcher l'accès à l'internet, à permettre un contrôle et une surveillance en masse du trafic sur l'internet et des communications mobiles et le filtrage des résultats de recherches, ou à s'immiscer dans des conversations privées; rappelle la Communication de la Commission du 24 avril 2014 intitulée "réexamen de la politique de contrôle des exportations: garantir la sécurité et la compétitivité dans un monde en mutation" COM(2014)244 qui reconnait notamment les problèmes rencontrés dans l'exportation de certaines TIC; demande par conséquent à la Commission de réfléchir à la façon d'améliorer la situation en vue de l'adoption éventuelle de lignes directrices mises à jour pour le contrôle des exportations;

The instrument hereby established is intended to contribute to achieving the objectives of the Union's external action, including those of its development policy, in particular the objectives set out in the Joint Statement by the Council and the representatives of the Governments of the Member States meeting within the Council, the European Parliament and the Commission on European Union Development Policy entitled ‘The European Consensus’ and in the Commission Communication of 13 October 2011 entitled ‘Increasing the Impact of EU Development Policy: an Agenda for Change’, and the Union's policies relating to human rights, including the objectives outlined in the EU Strategic Framework and Action Plan on Human Rights and Democracy, adopted by the Council on 25 June 2012.
L'instrument institué par le présent règlement a vocation à contribuer à la réalisation des objectifs de l'action extérieure de l'Union, notamment ceux de la politique de développement, en particulier les objectifs énoncés dans la déclaration conjointe de Conseil et des représentants des gouvernements des États membres réunis au sein du Conseil, du Parlement européen et de la Commission sur la politique de développement de l'Union européenne intitulée: «Le consensus européen» et dans la communication de la Commission du 13 octobre 2011 intitulée «Accroître l'impact de la politique de développement de l'UE: un programme pour le changement», et ceux des politiques de l'Union en matière de droits de l'homme, y compris les objectifs énoncés dans le cadre stratégique de l'UE et le plan d'action de l'UE en matière de droits de l'homme et de démocratie, adoptés par le Conseil le 25 juin 2012.

Welcomes the Commission Communication on the Strategy for the effective implementation of the Charter of Fundamental Rights by the European Union referring among others to its preventing approach in the effective implementation, the importance of internal training on fundamental rights, the systematic check of the fundamental rights aspect of the Commission's impact assessments by the Impact Assessment Board, as well as the targeted communication measures tailored to various situations needed in this respect; furthermore welcomes the emphasis of the above-mentioned Commission Communication regarding the importance of the political criteria for accession laid down by the 1993 Copenhagen European Council requiring candidate countries to have stable institutions guaranteeing democracy, the rule of law, human rights and respect for and protection of minorities; the preservation of this criterion is supporting the protection of fundamental rights in the future Member States;
se félicite de la communication de la Commission sur la stratégie pour la mise en œuvre effective de la Charte des droits fondamentaux par l'Union européenne, qui fait notamment référence à son approche préventive dans le cadre de la mise en œuvre effective, à l'importance des actions de formation interne sur les droits fondamentaux, à la vérification systématique, par le Comité d’analyse d’impact, des aspects relatifs aux droits fondamentaux dans les analyses d’impact de la Commission, et aux actions de communication ciblée et adaptée aux différentes situations nécessaire dans ce domaine; se félicite également de l'accent que met la Commission dans sa communication susmentionnée sur l'importance des critères politiques pour l'adhésion établis par le Conseil européen de Copenhague en 1993, qui demandent que les pays candidats présentent des institutions stables garantissant la démocratie, la primauté du droit, les droits de l'homme, ainsi que le respect des minorités et leur protection; est d'avis que la préservation de ce critère favorise la protection des droits fondamentaux dans les futurs États membres;

The importance of this issue for EIDHR was reaffirmed by the Commission Communication on the EU's role in promoting human rights and democracy in third countries ('the Human Rights Communication').
