Following the Council's endorsement of the Commission's 1990 communication on "Industrial policy in an open and competitive environment" and the first application of that approach in the subsequent Commission communication the following year, entitled "The European electroncis and information technology industry: state of play, issues at stake and proposals for action", the Commission embarked on a series of discussions with the European electronics industry to find ways to support the improvement of performance in an increasingly competitive world market.
