Considers that adaptions and modifications addressing the implications of climate change and natural disasters could be made to the main CSDP policy documents, including the EU Concept for Military Planning at the Political and Strategic level , the EU Concept for Military Command and Control , the EU Concept for Force Generation and the EU Military Rapid Response Concept , as well as to documents that are relevant for civilian CSDP missions, such as the EU Concept for Comprehensive Planning, the EU Concept for Police Planning and the Guidelines for Command and Control Structure for EU Civilian Operations in Crisis Management ;

(f) command and control provisions, including the names and ranks of the host Member State's border guards responsible for cooperating with the guest officers and the Agency, in particular those of the border guards who are in command during the period of deployment, and the place of the guest officers in the chain of command;

38. Considers that the existing Operation Centre, though constituting a welcome first step, falls short of requirements and of the level of ambition of a permanent OHQ and that it must instead be made permanent and put in a position to manage larger missions, that it must be granted adequate staff resources and operational infrastructure and that the unreliability of the EU’s communications and information systems infrastructure must be dealt with, the main reason for which is that there is no permanent command and control (C2) structure (and relevant legal framework), a fact which can also adversely affect situational awareness; advocates co-location of the military OHQ with the civilian HQ, in order to allow the whole range of military and civilian operations to be carried out, exploiting potential synergistic effects to the full while respecting the distinctive civilian and military chains of command and the different decision-making procedures and financing arrangements;
38. estime que le Centre opérationnel actuel, même s'il représente un premier pas dans la bonne direction, est insuffisant et inadapté au degré d'ambition d'un PCO permanent et doit devenir un centre permanent et capable de gérer des missions plus importantes et être doté d'effectifs et d'infrastructures opérationnelles adaptés, et qu'il convient de faire face au manque de fiabilité de l'infrastructure communautaire des systèmes de communication et d'information, dû essentiellement à l'absence de structure C2 permanente de commandement et de contrôle (et d'un cadre juridique adapté), ce qui peut également avoir des conséquences négatives sur la connaissance de la situation; plaide en faveur du regroupement du PCO militaire avec le poste de commandement civil afin de rendre possible la mise en œuvre l'ensemble des opérations militaires et civiles en profitant au maximum des synergies possibles tout en respectant les chaînes de commandement civiles et militaires spécifiques et les différents processus décisionnels et mécanismes de financement;
