Points out that irregularities stem to a considerable degree from complex requirements and regulations; underlines that the number of irregularities in the implementation of cohesion programmes could be reduced through the simplification of management and procedures, early transposition of the newly adopted relevant directives and reinforcement of administrative capacity, notably in the less developed regions; stresses, therefore, the need to minimise the administrative burden for beneficiaries when ensuring the verifications necessary to ensure proper use of ESIF appropriations, as well as the need for efforts to optimise and improve the flexibility of management and control systems, place greater focus on risk assessment and correct the allocation of responsibilities among all authorities, while at the same time not undermining established strengthened control procedures, in order to prevent irregularities more effectively and, as a consequence, avoid financial corrections and interruptions in, and suspensions of, payments; is concerned about the low rates of disbursement of financial instruments to beneficiaries, in particular in view of the objective to increase the use of these instruments; asks, in this regard, the Member States, the managing authorities and other relevant stakeholders working with these financial instruments to make full use of the technical assistance provided through the Financial Instruments-Technical Advisory Platform (FI-TAP) and the fi-compass;
31. fait observer que les irrégularités sont largement dues à la complexité des exigences et des réglementations; souligne qu'une simplification de la gestion et des procédures ainsi qu'une transposition rapide des directives récemment adoptées en la matière et un renforcement de la capacité administrative, notamment des régions les moins développées, permettraient de réduire le nombre d'irrégularités dans la mise en œuvre des programmes de cohésion; souligne par conséquent qu'il est essentiel de réduire au maximum les charges administratives qui incombent aux bénéficiaires dans le cadre des contrôles nécessaires du bien-fondé de l'affectation des ressources des Fonds ESI, ainsi que de s'attacher à optimiser et à accroître la souplesse des systèmes de gestion et de contrôle, à mettre davantage l'accent sur l'évaluation des risques et l'attribution opportune des responsabilités de l'ensemble des autorités, sans préjudice des procédures de contrôle renforcées établies permettant de lutter plus efficacement contre les irrégularités et, en conséquence, d'éviter les corrections financières, ainsi que l'interruption et la suspension des paiements; est préoccupé par les faibles taux de versement d'instruments financiers aux bénéficiaires, notamment compte tenu de l'objectif d'accroître l'utilisation de ces instruments; invite à cet égard les États membres, les autorités de gestion et les autres parties prenantes concernées qui utilisent ces instruments financiers à exploiter pleinement l'assistance technique offerte dans le cadre de la plateforme d'assistance technique pour les instruments financiers (FI-TAP) et de la plateforme de conseil pour l'utilisation d'instruments financiers innovants (fi-compass);
