With regard to the Hatzidakis, Fava and Andria reports, the ground rules have been changed. The scope for new Member States to use the Structural Funds has been altered and severely restricted, with the goalposts being moved in terms of the N+2 rule for the Cohesion Fund and with the rejection of private sector participation.
