The gains to Germany and Italy, in particular, of stimulating growth in the new Member States are, therefore, substantial, though all existing EU countries stand to benefit from this and from the higher growth of the EU market which it will give rise to, in much the same way that they benefit from growth of the Cohesion countries and Objective 1 regions (see Part 4, section on the Structural Funds as a means for economic integration).

Points out that the provisions of the regulations for the 2014-2020 cohesion policy period aim to reduce the administrative burden on micro-enterprises and SMEs, particularly as regards the activation of unemployed people, thereby contributing to better conditions for job creation; calls on the Member States to do away with the obstacles standing in the way of better implementation of the ESI Funds for the benefit of micro-enterprises and SMEs;

Calls on the Commission to take into account the role that cohesion policy plays in developing transport infrastructure by prioritising networks and not merely stand-alone projects; takes the view that networks should be based on a socio-economic analysis which takes into account demand and traffic flow as well as social and territorial aspects; considers that use of Intelligent Transport Systems contributes to the development of transport infrastructures in terms of safety, sustainability and efficiency; asks that transport projects co-financed from the Structural Funds and Cohesion Fund be oriented towards pursuing the goal of balanced development and achieving greater territorial cohesion and calls for a better coordination between Community Funds and national funds;

Is deeply concerned about the suspected high fraud rate in Bulgaria for the Special Accession Programme for Agriculture and Rural Development (SAPARD) in 2009, which – for the whole programming period – stands at 20 % and represents the highest rate seen in all funds analysed (Cohesion and Agriculture); notes that more suspected fraud cases were initiated by external controls/interventions than by internal/national ones; notes that the Commission exercised its obligations properly in suspending the payments from SAPARD in 2008 and lifted that suspension on 14 September 2009 after thorough checks; calls on the Commission to continue supervision of the Bulgarian authorities in order to further improve this situation;
33. est vivement préoccupé par le fort taux de fraude en Bulgarie suspecté en 2009 dans le cadre du programme spécial d'adhésion pour l'agriculture et le développement rural (Sapard), dès lors qu'il s'établit à 20 % pour l'ensemble de la période de programmation et qu'il représente ainsi le taux le plus élevé observé dans la totalité des fonds analysés (cohésion et agriculture); constate que davantage de fraudes présumées sont découvertes par des interventions ou des contrôles extérieurs que par des opérations internes (nationales); observe que la Commission a exercé correctement ses obligations en suspendant les versements du Sapard en 2008 et qu'elle n'a levé cette suspension, le 14 septembre 2009, qu'à la suite de vérifications exhaustives; demande à la Commission de poursuivre l'encadrement des autorités bulgares pour qu'elles continuent d'améliorer la situation;

The fact that cohesion funding will be maintained at 4% of GDP is of great importance for the new Member States, as they stand to receive a substantial amount of funding for cohesion and structural measures.

Among the abovementioned priority matters, particular emphasis will be laid on the following: - Conclusion of the enlargement negotiations with Austria, Finland, Norway and Sweden, with the assent of the European Parliament being given during the current parliamentary term; - Adoption of the Fourth Research Framework Programme (1994-1998) and the specific programmes; - Realization as soon as possible of the objectives of the Commission White Paper in accordance with the conclusions of the Brussels European Council on 10 and 11 December 1993; - Strengthening of economic and social cohesion through adoption and implementation of the appropriate measures and above all the definitive establishment of the Cohesion Fund, as well as promotion of Community initiatives in the framework of the Structural Funds; - Completion of the trans-European networks and adoption of the guidelines in the fields of traditional railway infrastructure, airport and port infrastructure, energy and gas; - Completion of the legislative programme relating to the establishment of the internal market and promotion of measures for its consolidation and dynamic development; - Implementation of Article 8b(1) of the Treaty on Union (right to vote and eligibility to stand as a candidate in municipal elections); - Full implementation of the conclusions of the Edinburgh European Council concerning in particular: = the financing of the Community, through the adoption of texts relating to the own resources system, budgetary discipline and the Guarantee Fund, and = application of the principle of subsidiarity; - Adoption of the negotiating directives and conclusion of the negotiations in progress concerning agreements in the field of external relations".
Parmi les questions prioritaires précitées, un accent particulier sera mis sur les points suivants : - Conclusion des négociations d'élargissement à l'Autriche, la Finlande, la Norvège et la Suède avec avis conforme du Parlement européen encore sous la présente législature ; - Adoption du quatrième Programme-cadre Recherche (période 1994-1998) et des programmes spécifiques; - Réalisation dans les meilleurs délais des objectifs du Livre Blanc de la Commission conformément aux conclusions du Conseil européen de Bruxelles des 10 et 11 décembre 1993; - Renforcement de la cohésion économique et sociale par l'adoption et la mise en oeuvre des mesures appropriées et surtout la constitution définitive du Fonds de cohésion, ainsi que la promotion des initiatives communautaires dans le cadre des Fonds structurels; - Réalisation des réseaux transeuropéens et adoption des schémas directeurs dans les domaines de l'infrastructure ferroviaire classique, de l'infrastructure aéroportuaire et portuaire, de l'énergie et du gaz; - Achèvement du programme législatif relatif à la mise en place du marché intérieur et promotion des mesures permettant de le consolider et d'assurer son développement dynamique; - Application de l'article 8 B paragraphe 1 du Traité sur l'Union (droit de vote et d'éligibilité aux élections municipales); - Mise en oeuvre complète des conclusions du Conseil européen d'Edimbourg en ce qui concerne notamment: = le financement de la Communauté, par l'adoption des textes relatifs au système des ressources propres, à la discipline budgétaire et au Fonds de garantie; = ainsi que l'application du principe de subsidiarité; - Adoption des mandats et conclusion des négociations en cours concernant les accords dans le domaine des relations extérieures".
