Recalls that a global investment of EUR 500 billion will be required for the period 2007-2020 for TEN-Ts; considers, therefore that an increase in TEN-T funds is necessary in the next MFF, together with increased coordination between EU and Member States, as well as the funds available for TEN-T and the funding for transport projects within the framework of cohesion policy and territorial cooperation, thus, using better the available sources of financing; stresses the role that innovative financing instruments, including PPPs and project bonds, can also play in the financing of those projects; considers that expenditure used from the cohesion fund should be conditional upon the observation of general principles of European transport policy; believes that TEN-T funding should actively integrate the objectives of economic, social and territorial cohesion, as well as sustainable development obligations to meet Europe 2020 targets and should as far as possible give priority to low-carbon transportation;

For reasons of equal treatment, therefore, all reporting obligations with regard to the irregular use of the Structural Funds and of the Cohesion Fund should benefit from the raised threshold and the intended simplification of the reporting system introduced by Regulation (EC) No 1681/94 as amended and Regulation (EC) No 1831/94 as amended.

Advocates the idea that the Structural and Cohesion Funds should be involved in sustainable urban development, and welcomes the incorporation of the urban dimension into the Structural and Cohesion Funds; calls, nevertheless, on the Commission to ensure that intervention in towns and cities and urban agglomerations or areas is strengthened by comparison with that provided for in the current rules by clearly identifying the urban dimension in the framework of the strategic follow-up report (as provided for in Articles 27 and 28 of the proposal for a Council Regulation laying down general provisions on the European Regional Development Fund, the European Social Fund and the Cohesion Fund) and the establishment of monitoring; calls on the Commission to pay specific attention to the role of towns and cities in drawing up the reports on the impact of cohesion policy on the achievement of the revised goals of the Lisbon agenda;
13. défend l'idée que les Fonds structurels et de cohésion participent au développement urbain durable et se félicite de l'intégration de la dimension urbaine aux Fonds structurels et de cohésion; demande néanmoins à la Commission d'assurer que l'intervention dans les villes et les agglomérations ou zones urbaines se voit renforcée par rapport à celle prévue dans l'actuel règlement par une identification claire de la dimension urbaine dans le cadre du rapport de suivi stratégique (comme le prévoient les articles 27 et 28 de la proposition de règlement du Conseil portant dispositions générales sur le Fonds européen de développement régional, le Fonds social européen et le Fonds de cohésion) et la mise en place d'un monitoring; invite la Commission à accorder une attention toute spécifique au rôle des villes dans l'établissement de leurs rapports sur les effets de la politique de cohésion sur la réalisation des objectifs de l'agenda de Lisbonne tels qu'ils ont été révisés;

Underlines that, as far as automatic decommitment is concerned, some adverse effects of the N+2 rule should be recognised and alleviated, and that therefore current rules for the Cohesion Fund should be maintained and the amounts subject to the N+2 rule should be reused within the cohesion policy; [Article 81(2)]
