Concerning the high priority projects endorsed by the Essen European Council (December 1994), the Cohesion Fund has given particular emphasis to the implementation of the high priority projects that lie wholly or partly within the territories of the Cohesion Member States: high speed train South; the Greek motorways (Pathe and Via Egnatia); the Portugal/Spain multimodal link; Cork-Dublin-Belfast rail link; and the Ireland-UK-Benelux road link.

In accordance with the relevant provisions of the Fund-specific rules, to increase impact and effectiveness in a thematically coherent integrated approach a priority axis may concern more than one category of region, combine one or more complementary investment priorities from the ERDF, Cohesion Fund and ESF under one thematic objective and, in duly justified cases combine one or more complementary investment priorities from different thematic objectives in order to achieve the maximum contribution to that priority axis.

Encourages the Member States to involve local and regional authorities and all partners and their representing organisations, in accordance with the principles of partnership and multi-level governance – given that they are the ones to whom citizens primarily address themselves – and to establish priorities and methods of using, within the framework of partnership agreements and operational programmes on a joint and coordinated basis, wherever possible, the European Regional Development Fund (ERDF), the European Social Fund (ESF), the Cohesion Fund (CF) and, in the case of social housing in rural areas and small and medium-sized towns, the European Agricultural Fund for Rural Development (EAFRD); considers that greater synergies between the Structural and Cohesion Funds could encourage the sustainable development of disadvantaged or rural areas, preventing their isolation and depopulation, thus avoiding the negative effects of social segregation and promoting heterogeneity, social cohesion and gender equality;
4. invite les États membres à impliquer, dans le respect des principes de partenariat et de gouvernance multi-niveaux, les autorités locales et régionales ainsi que l'ensemble des partenaires et leurs organisations représentatives – dès lors que ce sont les interlocuteurs privilégiés des citoyens –, pour définir les priorités et établir les modalités d'utilisation, dans le cadre des accords de partenariat et des programmes opérationnels, si possible de façon intégrée et coordonnée, du Fonds européen de développement régional (FEDER) et du Fonds social européen (FSE), mais également du Fonds européen agricole pour le développement régional (FEADER) en ce qui concerne les logements sociaux dans les zones rurales et les petites ou moyennes villes; considère qu'une plus grande synergie entre les fonds structurels et de cohésion pourrait encourager le développement durable des zones rurales défavorisées en échappant à l'enclavement et au dépeuplement, évitant ainsi des ségrégations dommageables et favorisant donc la mixité et la cohésion sociales ainsi que l'égalité de genre;

97. Recalls that a global investment of EUR 500 billion will be required for the period 2007-2020 for TEN-Ts; considers, therefore that an increase in TEN-T funds is necessary in the next MFF, together with increased coordination between EU and Member States, as well as the funds available for TEN-T and the funding for transport projects within the framework of cohesion policy and territorial cooperation, thus, using better the available sources of financing; stresses the role that innovative financing instruments, including PPPs and project bonds, can also play in the financing of those projects; considers that expenditure used from the cohesion fund should be conditional upon the observation of general principles of European transport policy; believes that TEN-T funding should actively integrate the objectives of economic, social and territorial cohesion, as well as sustainable development obligations to meet Europe 2020 targets and should as far as possible give priority to low-carbon transportation;
97. rappelle qu'il faudra consentir un investissement global de 500 milliards d'euros pour les RTE-T sur la période 2007-2020; estime dès lors qu'une augmentation des crédits affectés aux RTE-T est nécessaire dans le prochain CFP, conjointement avec un renforcement de la coordination entre l'Union et les États membres, ainsi qu'entre les fonds disponibles pour les RTE-T et les crédits affectés aux projets de transport dans le cadre de la politique de cohésion et de la coopération territoriale, en utilisant mieux, ainsi, les sources de financement disponibles; souligne le rôle que les instruments de financement innovants, dont les partenariats public-privé et les emprunts obligataires spécifiques, peuvent également jouer dans le financement de ces projets; estime que les dépenses utilisées au titre du Fonds de cohésion devraient être subordonnées à l'observation des principes généraux de la politique européenne des transports; estime également que le financement des RTE-T devrait intégrer activement les objectifs de cohésion économique, sociale et territoriale ainsi que des obligations de développement durable pour atteindre les objectifs de la stratégie Europe 2020 et donner la priorité autant que possible aux transports à faible intensité de carbone;

The Structural Funds and Cohesion Fund for the first time now receive the largest slice of the budget. This reflects the changes in the Commission’s priorities.

Draws attention to the vital role played by the Cohesion Fund in projects related to environmental protection and transport and stresses the importance of maintaining this fund, especially for the new Member States, ensuring in particular that the infrastructure financed by the Cohesion Fund in the beneficiary countries is not inconsistent with the priorities of the new policy of sustainable mobility set out in the White Paper on European transport policy for 2010 - time to decide (COM(2001) 370) and does not create distortion of competition between the Member States; also draws attention to the importance of coordinating these measures with Structural Funds programmes with the aim of enhancing regional sustainable development strategies;
