Finance has been channelled, under the Cohesion Fund, into major projects connecting countries and regions with differing levels of development, thereby helping to reduce disparities.

In accordance with the principle of subsidiarity, the channelling of finance into these regions must be assured by the national government, which has the authority to present to the Cohesion Fund appropriate applications for funding of projects in the regions concerned, and it is the job of the Objective 1 Monitoring Committee to assess progress towards this target.

2. While taking decision on operational programmes, the Commission shall take account of any assistance co-financed by the Structural Funds or of any project co-financed by the Cohesion Fund approved by the Council or by the Commission before the entry into force of this Regulation and having financial repercussions during the period covered by those operational programmes.
