The current energy efficiency framework that this proposal repeals, i.e. the Energy Services Directive and the Cogeneration Directive, because of their soft wording, has not managed to fully tap the existing energy saving potentials.

Cogeneration saves large quantities of primary energy sources and correspondingly reduces CO2 emissions. As it stands, the proposal for a directive constitutes a disincentive to cogeneration investment because the resulting emissions would be subject to a restriction, but the energy obtained would not. To make for a balanced approach to cogeneration, the Commission should draw up guidelines to enable the benefits deriving from it to be calculated.
