Acknowledges the fact that the ongoing financial and debt crisis has led to unprecedented negative consequences, in particular for the real economy and taxpayers’ money; recognises, in this context, the financial regulation agreed by the European institutions in the last five years, which has strengthened Europe’s financial architecture for future crises; welcomes the Commission’s CMU action plan; welcomes the Commission’s inclusion of an effective level of consumer and investor protection as one of the principles underpinning the CMU;
3. constate que la crise financière et de la dette que nous traversons a eu des conséquences sans précédent, notamment sur l'économie réelle et l'argent des contribuables; salue dès lors le règlement financier approuvé par les institutions européennes au cours des cinq dernières années, lequel a renforcé l'architecture financière de l'Europe en prévision de futures crises; se félicite du plan d'action de la Commission en faveur de l'union des marchés de capitaux; salue l'inclusion, par la Commission, d'un niveau efficace de protection des consommateurs et des investisseurs, qui est l'un des principes fondateurs de cette union;

Stresses the importance of access to finance for enterprises, in particular for small and medium-sized enterprises (SMEs), which constitute the backbone of the EU economy; notes the accommodative monetary policy aimed at boosting investment, and calls for a swift implementation of recent measures, such as the Investment Plan for Europe; notes, in this context, that the currently low interest rates have not been sufficient to boost investment to the extent needed; welcomes at the same time the gradual easing of credit standards on loans to enterprises in the first half of 2015 and the first signs of a pick-up in private investment; underlines the potential of the Capital Markets Union (CMU) project to address these issues, and calls on the Commission to duly take the needs of SMEs into account in the design of the future CMU; calls on the Commission to carry out studies to establish how the regulatory practices rightly introduced as part of the Banking Union process have affected the access of SMEs to banking finance. and, if necessary, to correct the actions concerned;

70. Believes that the building blocks for a fully functional CMU should be in place no later than 2018; reiterates the demand for a comprehensive analysis of the current situation in the EU capital markets and the existing EU-wide impediments; calls on the Commission to speed up its work on the action plan and put forward legislative and non-legislative proposals as soon as possible to achieve the objective of a fully integrated single EU capital market by the end of 2018;
