These activities can also ensure a higher return on investment of space infrastructure and contribute to tackling societal challenges, in particular if coordinated in a global effort such as through the Global Earth Observation System of Systems (GEOSS), namely by fully exploiting the Copernicus programme as its main European contribution , the European satellite navigation programme Galileo or the Intergovernmental Panel on Climate Change (IPCC) for climate change issues.

The petitioners call upon the Minister of the Environment to develop a plan to ensure the integrity of the ozone monitoring program and commission a report to assess the adequacy of Canadian contributions to the global observing system for climate in support of the United Nations Framework Convention on Climate Change.

Madam Speaker, on December 12, 2011 I posed 11 questions to the parliamentary secretary regarding ozone monitoring, as Canada has a critical role to play in the world as part of the global observing system for climate in support of the United Nations Framework Convention on Climate Change.

4. Reaffirms the importance of GMES, the Earth observation system, as an essential tool in combating climate change and environmental degradation; notes that, through the acquisition and analysis of information at national, regional and global level, GMES will allow the extraction of precise and useful data for: atmospheric, marine and land monitoring, civil protection, risk prevention, early warning systems, emergency management and recovery operations following environmental, natural or man-made disasters, maritime and costal surveillance, agricultural development, water and soil management and regional planning, making use of innovative environmental assessment and reporting technology capable of combining spatial and in-situ data; underlines the importance of GMES’s contribution to achieving Europe 2020 objectives and to supporting growth and the green economy, as well as long-term investments in technology and infrastructure, which are the priorities of the European Union and all Member States strongly committed to environmental policy;
4. réaffirme l'importance du GMES, programme opérationnel d'observation de la Terre, qui est un outil majeur dans la lutte contre le changement climatique et la dégradation de l'environnement; relève que, par la collecte et l'analyse d'informations aux niveaux national, régional et mondial, le GMES permettra la transmission de données précises utiles pour la surveillance des terres, du milieu marin et de l'atmosphère, la protection civile, la prévention des risques, les systèmes d'alerte, la gestion des urgences et les actions de récupération à la suite de catastrophes environnementales, naturelles ou causées par l'homme, la surveillance des mers et des côtes, le développement agricole, le contrôle et la gestion des eaux, des sols et du territoire grâce à des activités innovantes de cartographie et de déclaration environnementale permettant d'associer données spatiales et données recueillies sur le terrain; souligne l'importance du GMES pour atteindre les objectifs de la stratégie "Europe 2020" et pour encourager la croissance et l'économie verte ainsi que les investissements à long terme dans les techniques et les infrastructures, qui sont les priorités de l'Union européenne et de tous les États membres menant activement des politiques environnementales;

26. Regards the Arctic as a sensitive region where the effects of climate change are especially visible, having serious repercussions on other regions in the world; supports therefore the Council Conclusions on increased cooperation with the UNFCCC and the Sustaining Arctic Observing Networks (SAON) and the efforts to realise the Svalbard Integrated Observation System (SIOS) and the Arctic components of the European Multidisciplinary Seafloor Observatory (EMSO), since those initiatives ensure a unique European contribution to understanding climate and environment change in the Arctic region;
