This Communication proposes to establish a Global Climate Change Alliance (GCCA) between the EU and poor developing countries most vulnerable to climate change, in particular the LDCs and SIDS, and outlines the objectives and functioning of the initiative.[5] The Alliance will provide for a platform for dialogue and exchange as well as practical cooperation to tackle the combined challenge of the fight against poverty and climate change, in support of the international negotiations on a post-2012 climate change agreement and the adoption of effective action at national level.
La communication propose d’instaurer une Alliance mondiale contre le changement climatique (AMCC) entre l’UE et les pays en développement pauvres les plus vulnérables au changement climatique, notamment les PMA et les PEID, et définit les objectifs et le fonctionnement de l’initiative. [5] L’AMCC fournira une plateforme de dialogue et d’échange ainsi qu’une coopération pratique pour relever le défi combiné de la lutte contre la pauvreté et le changement climatique, en soutien aux négociations internationales sur un accord sur le changement climatique pour la période postérieure à 2012 et l’adoption d’une action efficace au niveau national.

On the basis of the national plans it receives and using its own pan-EU energy and climate analyses, the Commission will monitor the national plans and assess the prospects for attainment of national/EU climate and energy targets (including that for energy efficiency), the outlook for the EU's energy dependence and the effective functioning of the internal energy market, on the basis of appropriate key energy indicators.
