The provisions in this Regulation are closely linked, since they deal with the fund-specific rules for each of the five European Structural and Investment Funds (the ‘ESI Funds’) on aspects common to three or more of them, i.e. a methodology for climate change support, the determination of milestones and targets in the performance framework and the nomenclature of categories of intervention and all affect the content of programmes.

In line with the other Commission policy initiatives for the period after 2013, the reformed CAP will make a decisive contribution to Europe 2020. It will fight against climate change, support employment and growth, promote innovation and enhance both the economic and ecological competitiveness of agriculture.

In order to reduce emissions and improve energy efficiency, Member States should make extensive use of market-based instruments, supporting the principle of internalisation of external costs, including taxation, and other effective support instruments in order to reduce emissions and better adapt to climate change, support sustainable growth and jobs and resource efficiency in a cost-effective manner, incentivise the use of renewable energy and low-carbon climate-resilient technologies, a shift to more environmentally-friendly and interconnected modes of transport and promote energy savings and eco-innovation.

The recommendation from the Climate Change and Energy Division was based on current priority areas for climate change funding, including the provision of support to assist vulnerable countries in tangible ways to adapt to climate change, and to support their substantive participation in international climate change negotiations.

Investments include: $400 million for the eco-energy retrofit homes program to support Canadians in making their homes more energy efficient, $252 million to support regulatory activities to address climate change and air quality, nearly $200 million to help address the health and environmental risks posed by dangerous chemicals through the chemicals management plan, $97 million to develop and promote clean energy technologies, $86 million to support clean energy regulatory actions, $68 million to clean up federal contaminated sites, $48 million to develop transportation sector regulations and next generation clean transportation initiatives, $40 million to support new climate change and clean air projects under Sustainable Development Technology Canada, $35 million to support climate and atmospheric sciences research, and the list goes on.
