Notes that this trend is confirmed by the features of the 13 missions currently under way and that, above and beyond this classification, missions are increasingly being required to assume a ‘multifunctional’ character, as in the case of EULEX Kosovo, which combines several functions (police, customs and judicial systems) with training, monitoring and assistance functions as well as executive tasks, or the more recent EUTM Somalia mission, based in Uganda and intended to provide military training to security forces of the Transitional Federal Government, which is an example of the increased emphasis on SSR-related tasks in military crisis management;

Notes that Member States could benefit from enhanced cooperation within the evaluation and monitoring units of the EU, for example by sending their personnel to these units to monitor and evaluate the projects funded by the individual Member States; notes that cooperation and co-use of infrastructure can be especially useful to those Member States whose development cooperation structures are relatively recent, especially if personnel training can be attached to those units; notes that such cooperation would enhance the necessary transparency, the use of best practices and even acceptance in the donor countries of increases in development budgets;

The Maritime Safety Agency is broadly modelled on the Air Safety Agency. Its tasks will include providing technical assistance (amendment of Community legislation), assistance to candidate countries, organising training activities, gathering data and exploiting databases on maritime safety, monitoring navigation, evaluating and auditing classification societies, on-the-spot inspections and participation in enquiries following accidents at sea.

2. The purpose of the Electoral Unit will be: (i) to consult with the Independent Electoral Commission (IEC) on the nature and scale of the European Union's support for the election process; and, in particular, what direct involvement, if any, the European Union should have in the IEC itself or on the International Advisory Committee; and to consult with the IEC on the proposed guidelines and Code of Conduct for observers; (ii) to make available to the IEC advice and, where requested, technical assistance in the planning and running of the electoral process - such assistance might include the support for training of IEC personnel and election officials; (iii) to consult with the United Nations and the other multilateral organizations on the co-ordination of the international election observer presence in the country; (iv) to advise on the number and co-ordinate the deployment of European Union election observers, through the joint operations room; (v) to provide assistance, under the authority of the United Nations, for the establishment of a national and regional joint operations room to manage the deployment of international observers; (vi) to provide support to the associative structures to mobilize and co-ordinate local non-governmental organizations; (vii) to advise and, where requested, to provide support for the monitoring of the security forces responsible for the elections process; viii) to advise and, where requested, to provide support for the monitoring of the media.
2. - - - COUNCIL DECISION on a joint action adopted by the Council on the basis of Article J.3 of the Treaty on European Union concerning support for the transition towards a democratic and multiracial South Africa THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty on European Union, and in particular Article J.3 thereof, Having regard to the general guidelines issued by the European Council on 29 October 1993 which take up as an area for joint action support for the transition towards multiracial democracy in South Africa through a co- ordinated programme of assistance in preparing for the elections and monitoring them, and through the creation of an appropriate co-operation framework to consolidate the economic and social foundations of this transition, HAS DECIDED AS FOLLOWS: Article 1 The European Union shall implement a co-ordinated programme of assistance in preparing for the elections taking place in South Africa on 27 April 1994 and monitoring them, on the basis of the following factors: 1) assistance in preparing for the elections will cover the provision of advice, technical assistance and training, continued support for non- partisan voter education, and the provision of a substantial number of European observers as part of an overall international effort co- ordinated by the United Nations; 2) the establishment at this stage of a "European Electoral Unit" in South Africa in accordance with the procedures set out in the Annex.
DECISION DU CONSEIL relative à l'action commune, adoptée par le Conseil sur la base de l'article J.3 du traité sur l'Union européenne, concernant le soutien au processus de transition démocratique et multiracial en Afrique du Sud LE CONSEIL DE L'UNION EUROPEENNE, vu le traité sur l'Union européenne, et notamment son article J.3, vu les orientations générales du Conseil européen du 29 octobre 1993 qui retiennent comme domaine d'action commune le soutien au processus de transition démocratique et multiracial en Afrique du Sud par un programme coordonné d'assistance à la préparation des élections et à leur observation et par la mise en place d'un cadre de coopération propre à consolider les bases économiques et sociales de la transition, DECIDE : Article premier L'Union européenne met en oeuvre un programme coordonné d'assistance à la préparation et à l'observation des élections qui se dérouleront en Afrique du Sud le 27 avril 1994, en se fondant sur les éléments suivants : 1) l'assistance à la préparation des élections consistera à apporter des conseils, une assistance technique et une formation, ainsi qu'un soutien continu à l'éducation non partisane des électeurs, et à fournir un nombre important d'observateurs européens dans le cadre d'un effort international global coordonné par les Nations Unies ; 2) il est créé dès maintenant une "unité électorale européenne" en Afrique du Sud, selon les modalités qui figurent à l'annexe.
